About the Position:


The Senior Application Developer (HR Systems) provides advanced technical expertise in the design, development, integration, and support of enterprise Human Resources systems at George Mason University. This position works closely with HR and Payroll functional partners, business analysts, and technical teams to deliver secure, reliable, and scalable solutions that support core HR and Payroll operations.


Responsibilities:


System Development & Database Programming



  • Designs, develops, enhances, and supports enterprise Human Resources & Payroll systems, with primary responsibility for Ellucian Banner and its integrated applications, ensuring system reliability, data integrity, and alignment with business needs;
  • Provides advanced hands-on application development using PL/SQL and Oracle database technologies, including the creation and maintenance of packages, procedures, functions, views, and other database objects to support HR/Payroll processes and reporting; and
  • Develops and maintains data extracts, integrations, and interfaces between Banner and other institutional systems, ensuring accuracy, security, and compliance with university standards.


System Maintenance & Production



  • Supports Lead and support the implementation of Banner upgrades, patches, releases, and new functionality, including impact analysis, code remediation, testing, documentation, and coordination with functional and technical stakeholders; and
  • Serves as a senior technical resource for troubleshooting and resolving complex production issues, performing root cause analysis, and implementing sustainable solutions in a confidential data environment.


Project Planning & Business Analysis



  • Collaborates closely with functional partners to understand business processes, translate requirements into technical solutions, and improve the effective use of Banner HR and related systems; and
  • Participates in project planning and execution activities, including requirements gathering, technical design, testing, deployment, and post-implementation support for HR systems initiatives.


Reporting, Analytics & Technical Coordination



  • Supports HR reporting and analytics needs by developing efficient queries and solutions that enable informed decision-making and process improvement; and
  • Collaborates with central IT teams, database administrators, and vendors to coordinate system changes, migrations, testing schedules, and production deployments.


Documentation, Mentorship & Standards



  • Maintains technical documentation, standards, and procedures related to HR systems development, integrations, and operational support; and
  • Mentors and provides technical guidance to application developers and analysts, promoting best practices in coding, testing, documentation, and system support.


Required Qualifications:



  • Bachelor's degree in related field or the equivalent combination of education and experience;
  • Considerable experience supporting enterprise HR & Payroll Systems (typically five or more years);
  • Demonstrated experience supporting and developing solutions for HR/Payroll Systems in a production environment, including system enhancements, troubleshooting, and operational support;
  • Experience testing system releases, patches, and upgrades, including developing test plans, executing test cases, and validating results prior to production deployment;
  • Demonstrated experience working with Oracle database objects such as stored procedures, functions, views, indexes, triggers, and packages;
  • Experience working directly with end users in a confidential environment, handling sensitive HR and Payroll data with discretion and professionalism;
  • Strong knowledge of SQL and PL/SQL, including experience writing, optimizing, and troubleshooting complex queries and scripts;
  • Strong organizational, analytical, and problem-solving skills, with demonstrated attention to detail and commitment to data accuracy and integrity;
  • Proven ability to understand and work effectively within complex relational database designs and integrated enterprise systems;
  • Demonstrated ability to define, document, and analyze customer business requirements in order to design or enhance system functionality to meet operational needs;
  • Proven ability to analyze technical issues and problems, identify root causes, and implement effective solutions quickly in a production environment;
  • Ability to clearly communicate technical concepts, issues, and solutions to non-technical staff in both written and verbal formats;
  • Ability to work independently, prioritize competing demands, and meet deadlines in a fast-paced operational environment; and
  • Demonstrated ability to document technical processes, queries, and procedures to support system stability, continuity, and knowledge sharing.


Preferred Qualifications:



  • Experience supporting Ellucian Banner HR and Payroll, including knowledge of the tool's HR and Payroll-related functionality;
  • Experience supporting ERP systems in a higher education or public-sector environment;
  • Experience developing or supporting system integrations, interfaces, or data feeds between Banner and other enterprise applications;
  • Experience serving as a technical lead or providing mentoring to application developers or analysts; and
  • Familiarity with information security, data stewardship, and compliance requirements related to HR systems.
