Position Summary

The THP Director is responsible for the overall operation, supervision, and regulatory compliance of Crittenton's Transitional Housing programs, including THP-NMD and THP-Plus in LA and OC. For THP-NMD, the position serves as the Program Administrator and, when designated, the Social Work Supervisor, consistent with Title 22 requirements. For THP-Plus, the position provides program-level leadership and oversight. The THP Manager does not carry a caseload and focuses on program management, staff supervision, housing oversight, and coordination with County partners to ensure services are delivered safely, effectively, and in accordance with applicable standards.

Pay Range: $59, 500.00 - $85,000.000 annually.

Requirements

Education / Experience Required

  • A Master's Degree in Social Work, Social Welfare, Marriage and Family Counseling, Child Psychology, Counseling Psychology, Clinical or Educational Psychology, Education with a counseling emphasis, or a related behavioral science and at least one (1) year of administrative or supervisory experience over staff providing direct services to children or youth; or
  • A Master's Degree in a behavioral science and at least two (2) years of experience as a social worker in an agency serving children or youth; or
  • A Bachelor's Degree in a behavioral science and at least three (3) years of full-time paid experience providing or supervising case management services to transitional-age youth and/or foster/probation youth.

Clearances and Requirements

  • Must successfully clear DOJ and FBI fingerprint checks.?
  • Must be cleared by ORR.
  • Must be at least 21 years of age.?
  • Valid California driver's license and current auto insurance.?
  • Travel to participants apartments, county meetings, and programs offices as needed.

Essential Duties

  • Provide overall leadership and oversight of THP-NMD and THP-Plus programs, ensuring operations align with Title 22 licensing regulations, County requirements, and established agency policies.
  • Acquire, maintain, and model knowledge of the Continuum of Care, trauma-informed and strength-based practices, and ensure these approaches are reflected in daily operations and staff practice.
  • Recruit, interview, hire, train, supervise, evaluate, and dismiss program staff; plan, assign, and direct work; provide timely performance feedback; and address performance issues in accordance with agency policy.
  • Design and administer staff development activities, including onboarding, ongoing training, and coaching to strengthen documentation quality, compliance, and service delivery.
  • Establish and monitor key performance indicators (KPIs) related to staffing ratios, documentation timeliness, referral timelines, housing stability, NSP/TILP compliance, and other program outcomes; use data to identify trends and drive improvement.
  • Oversee timely and accurate completion of required documentation, including NSPs, STEP-TILPs, progress notes, incident reports, admission/discharge records, and other County-required forms.
  • Ensure participant files are audit-ready at all times through routine internal file reviews; coordinate and respond to external County and licensing audits, inspections, and corrective actions as needed.
  • Develop, implement, and maintain program policies and procedures; review and interpret applicable statutes, regulations, and County guidance to ensure ongoing compliance.
  • Address participant complaints and appeals consistent with grievance procedures and participant rights; ensure issues are resolved appropriately and documented.
  • Coordinate staffing schedules and coverage to maintain required presence and continuity of services; approve time-off requests and ensure back-up coverage.
  • Collaborate with other program leaders to ensure interdepartmental coordination and integration of housing, case management, and mental health functions.
  • Provide supervisory consultation and guidance to staff during business hours and participate in on-call consultation as required to support staff decision-making and participant safety.
