Regional Customs Manager - North America (U.S. & Canada)

Role Summary

Lead the North America customs and import program for Baker Hughes, Industrial Energy Technology (IET). Own day-to-day operations execution, governance, broker performance, and post-entry accuracy. Implement and sustain CBP and Canada's Customs programs. Manage and coach the import team and upskill stakeholders to ensure compliant, efficient cross-border flows.

Governance & Compliance
  • Own compliance with U.S. (CBP) and Canada (CBSA) laws and policies across classification, valuation, origin, admissibility, and partner government agency (PGA) requirements.
  • Establish and maintain internal controls that meet "reasonable care" standards, including procedures, work instructions, and periodic testing.
  • Lead recordkeeping controls: U.S. (5 years) and Canada (6 years), with complete audit trails and secure retrieval.
  • Run post-entry processes end to end: Post Summary Corrections (PSC), Reconciliation, duty refunds, prior disclosures, protests, and drawback coordination as needed.
  • Lead and manage internal audits, and CBP trade regulatory audits and verifications.
Programs & Certifications
  • Implement and sustain CBP CTPAT Security; partner with stakeholders on remediation and continuous improvement.
  • Build readiness and governance for CTPAT Trade Compliance (Trusted Trader modernization), including internal control design, risk assessment, and self-testing.
  • Lead Canada Trusted Trader programs (PIP/CSA): meet Minimum Security Requirements, prepare for validations, and manage action plans.
  • Operationalize Canada's CARM requirements (Commercial Accounting Declarations, RPP, harmonized billing) with the import team and brokers.
Broker Operations & Performance
  • Customs broker management: SOPs, power of attorney, billing accuracy, performance scorecards, business reviews.
  • Ensure brokers meet regulatory requirements and changes, ACE data quality, and KPI targets.
  • Drive root cause analysis on entry errors and implement corrective and preventive actions (CAPA).
Tariff Strategy & Trade Programs
  • Cross-functional collaboration with BU's engineering, supply chain, classification and trade-compliance for regulatory compliance.
  • Evaluating and executing duty-savings opportunities: FTA's, Drawback, Tariff-rate quotas, and other strategic areas.
  • Monitoring Section 301/232/IEEPA trade remedies and other tariff actions; advise leaders on impacts and mitigations.
  • Providing tariff impact analysis, scenario modeling, and recommendations for strategic trade decisions.
  • Oversee quota planning and critical shipments; ensure timely and correct filings (ACE, portal, CAD/CARM).
Leadership & Stakeholder Engagement
  • Managing the NAM import team: set priorities, coach, mentor, and build career paths.
  • Providing clear training for procurement, logistics, finance, and business teams on customs basics and Incoterms.
  • Influencing to drive process adherence and systems adoption across product companies and functions.
Qualifications
  • Must have a Bachelor's degree in International Trade, Supply Chain, Business, or related field.
  • Have 10+ years in U.S./Canada customs or trade compliance, including leadership of broker operations and post-entry.
  • Have U.S. Licensed Customs Broker strongly preferred; experience with Canadian customs (PIP/CSA, CARM) is a plus.
  • Have working knowledge of export controls and sanctions interfaces (screenings/escalations).
  • Have deep knowledge of HTS classification, customs valuation, rules of origin, and partner government agency requirements.
  • Have hands-on experience with PSC, Reconciliation, audits/verifications, and internal control frameworks.
  • Have working knowledge of ACE (reports/portal) and CBSA CARM; proficiency with ERP (SAP/Oracle) and analytics dashboards.
Key Performance Indicators
  • First-pass entry accuracy and on-time clearance.
  • PSC/Reconciliation/protest cycle time and accuracy.
  • Audit/verification outcomes and issue-free rates.
  • Broker accuracy, timeliness, and cost-to-serve.
  • FTA claim accuracy and duty savings delivered.
  • Training coverage and policy/process adherence.
Work Setup
  • Location: Houston, TX (hybrid).
  • Travel: up to 5% across U.S. and Canada.
