Overview

Milton CAT is seeking a highly capable and execution-oriented Portfolio & PMO Governance Lead to help establish the organization's first-ever Digital Services PMO and portfolio governance function. This role will serve as the single front door for demand intake, prioritization, and capacity planning, while also owning vendor lifecycle governance, IT financial discipline, and audit/compliance readiness across Digital Services. This individual will not only lead governance and structure but will also act as a hands-on Program/Project Manager, directly driving key initiatives to successful delivery.

Salary Range: $150,000 - $175,000 annually, bonus eligible



Responsibilities

Portfolio, Demand & Capacity Management

    Serve as the central intake and prioritization point for all Digital Services project demand across Milton CAT.
  • Establish a structured framework for evaluating, sequencing, and governing work intake.
  • Lead capacity forecasting, workload balancing, and resource planning across project and non-project work.
  • Help facilitate governance forums such as the Digital Advisory Council (DAC) to ensure alignment, transparency, and decision-making discipline.
  • Improve visibility into portfolio health, delivery commitments, and execution tradeoffs.

PMO & Delivery Standards Leadership

  • Build and operationalize Milton CAT's first Digital Services PMO, including standards for how work is run across the organization.
  • Develop and implement consistent delivery practices including:
    • Project governance models
    • Stage gates and delivery controls
    • Standard templates, reporting, and execution cadences
    • Non-project work governance and operational discipline
  • Provide enablement and coaching to project managers and delivery teams to drive consistency and maturity.

Hands-On Program & Project Delivery

  • Directly lead high-impact programs and projects as the assigned Project Manager when needed.
  • Drive execution across cross-functional teams, ensuring outcomes are delivered on time, within scope, and aligned to business priorities.
  • Serve as a trusted delivery partner to both IT and business stakeholders.

Business Partnership & Stakeholder Engagement

  • Collaborate with business leaders to understand needs and translate them into structured, executable demand.
  • Ensure Digital Services delivers measurable value, adoption, and operational improvement.
  • Provide clear communication, escalation, and alignment across stakeholders.


Qualifications

  • Bachelor's degree in information systems, Business Administration, or a related field.
  • 10+ years of experience in portfolio management, PMO leadership, or enterprise IT delivery.
  • Proven ability to build and scale governance functions from the ground up, including demand intake, prioritization and delivery standards.
  • Strong experience in demand and capacity planning
  • Demonstrated success as a hands-on Program or Project Manager driving cross-functional execution.
  • Excellent leadership, communication, and stakeholder influence skills.

Preferred Experience

  • Experience working within enterprise application environments (ERP, CRM, WMS, HRIS, etc.).
  • Familiarity with vendor-managed service models and contract renewal oversight.
  • Background supporting audit readiness, compliance governance, or operational risk controls in IT organizations.
  • Exposure to digital transformation initiatives and delivery model maturity efforts.
  • Experience in industrial, construction, equipment, or distributed operations environments.
  • Advanced certifications (PMP, Six Sigma, Lean, or similar) are a plus.
