Responsibilities

Core Responsibilities
  • Lead the ETS PPMO, defining standards, governance, and operating practices that enable consistent, high-quality delivery.
  • Define, maintain, and evolve product, program, and project management methodologies, supporting hybrid and product-oriented delivery models.
  • Support the rollout and continuous improvement of ITPMO v2.0, embedding modern portfolio management, reporting, and governance practices.
  • Lead product and portfolio operations, including demand intake, prioritization support, dependency management, and delivery coordination across initiatives and value streams.
  • Provide end-to-end product and portfolio visibility, including delivery health, risk, issues, interdependencies, and value realization across initiatives and value streams.
  • Manage and develop direct reports, including hiring decisions, workload assignment, coaching and mentoring, and ongoing performance management.
  • Define and manage portfolio performance management, including KPIs, OKRs, financials, and value realization reporting for leadership.
  • Drive tool consolidation, standardization, and adoption across portfolio and delivery management platforms.
  • Establish and oversee governance for vendor-delivered programs, ensuring alignment to ETS standards and performance expectations.
  • Enable consistent financial tracking, forecasting, and benefits monitoring across the portfolio.
  • Define and enforce risk, issue, and escalation management practices to support timely decision-making.
  • Partner with leadership to support product and portfolio investment planning, prioritization, and delivery trade-offs.
  • Drive continuous improvement through maturity assessments, lessons learned, and adoption metrics
  • Stay informed on industry trends and best practices and develop strategies to advance PPMO operations.
  • Communicate and influence IT strategy, representing PPMO at senior executive meetings.

Qualifications

Required Education/Experience
  • Bachelor's Degree and a minimum of 8 years' work experience work experience to include at least four (4) years' experience in IT Operations in any industry or
  • Master's Degree and a minimum of 6 years' work experience work experience to include at least two (2) years' experience in IT Operations in any industry.
Preferred Education/Experience
  • Master's Degree in Information Technology, Computer Science, Math, Engineering or business-related discipline preferred and a minimum of 6 years' work experience to include at least two (2) years' experience in IT Operations in any industry training and/or certification in one or more domains desired, e.g., IT operations, project management, business/process architecture or redesign.
Relevant Work Experience
  • Two years of product, project and portfolio management, required.
  • Three years supervisory / managerial experience, required.
  • Excellent oral and written communication. Must be comfortable and skilled at managing customer expectations, required.
  • Must be flexible and able to work off-hours as required to support deployments, resolve production problems or respond to corporate emergencies, required.
  • Able to communicate processes and give persuasive presentations. Must be able to interact with all levels of management and communicate technical concepts to a non-technical audience, required.
  • Ability to handle multiple assignments with changing priorities while meeting deadlines, required.
  • Thorough understanding of demand management and prioritization, required.
  • Thorough understanding of Financial Analysis & Value Realization, required.
  • Hand-on expertise with PPMO tools, project and financial tracking tools, agile work management tools, required.
  • Experience with Reporting, Metrics, & Dashboards, preferred.
  • Experience with Vendor Management, preferred.
  • Previous experience in Technology Governance, preferred.

Licenses and Certifications
  • Driver's License Required
  • Project Management Professional (PMP) Training and/or certification in Project Management is a plus. Preferred
Physical Demands
  • Sit or stand to use a keyboard, mouse, and computer for the duration of the workday
  • Stand to use/operate office equipment for the duration of the workday
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within Company service territory, as needed.
