FMS Procurement and Sustainment Specialist Job Duties
- The FMS Procurement and Sustainment Specialist provides acquisition, procurement, and sustainment support for Foreign Military Sales (FMS) programs. The individual supports the analysis of draft Letters of Request (LORs) and Letters of Offer and Acceptance (LOAs); participates in FMS and acquisition meetings; and assists in the development and review of procurement and sustainment documentation.
- Responsibilities include supporting the creation and update of requirements packages and acquisition artifacts, including Statements of Work (SOWs), Performance Work Statements (PWSs), Technical Direction Letters (TDLs), Contract Data Requirements Lists (CDRLs), Quality Assurance Surveillance Plans (QASPs), Purchase Requests (PRs), Independent Government Estimates (IGEs), and associated financial tracking documentation. The Specialist contributes to data gathering, analysis, writing, and preparation of reports, briefings, and other documentation supporting FMS program execution.
- The FMS Procurement and Sustainment Specialist supports Government personnel during contractor technical, management, and cost proposal evaluations by conducting reviews, documenting findings, and ensuring alignment with established evaluation criteria and acquisition regulations. The role may also assist with sustainment planning activities, lifecycle logistics coordination, and updates to Standard Operating Procedures (SOPs) and training materials to support workforce proficiency.
- The position requires collaboration with cross-functional stakeholders and consistent application of FMS, DoD, Army, and DSCA policies and procedures. May provide informal guidance to junior staff but does not have formal supervisory responsibilities.
Job Requirements
- Bachelor's degree in Acquisition Management, Business Administration, Logistics, Supply Chain Management, Engineering, or related field
- 3-10 years of experience supporting DoD acquisition, procurement, sustainment, or Foreign Military Sales (FMS) / Security Cooperation programs
- Demonstrated experience with:
- Development or support of acquisition documentation (SOWs, PWSs, TDLs, CDRLs, QASPs)
- PR and IGE preparation or support
- Source selection and proposal evaluation support
- Sustainment planning and lifecycle logistics activities
- Application of FMS, FAR/DFARS, SAMM, and DoD acquisition policy
- Active Secret security clearance required
Nice to have:
- DAU certifications in Program Management, Acquisition, Life Cycle Logistics, or Contracting
- Experience supporting Army or other Security Cooperation organizations
- Experience working within multi-disciplinary acquisition or sustainment teams
