Pay: $135,000 annual salary


Hours: Monday to Friday - Time TBD

Position Summary

The Project Manager (PM) is responsible for the execution, oversight, and overall performance of the armed security services contract at the National Bio and Agro-Defense Facility (NBAF). The PM serves as the Contractor's primary on-site representative and point of contact with the Government and has full authority over all contractor employees performing work under this contract.


The PM independently manages, supervises, and coordinates all contract requirements to ensure full compliance with the Performance Work Statement (PWS), including staffing, training, reporting, equipment accountability, firearms oversight, quality control, and emergency response operations.


Key Responsibilities

  • Serve as the primary liaison to the CO and COR with authority to act on behalf of the contractor.
  • Ensure all contract requirements are completed timely, accurately, and professionally.
  • Ensure every post is staffed in accordance with minimum staffing requirements.
  • Provide orientation, on-the-job training, refresher training, firearms training, and required certifications.
  • Ensure all personnel maintain required licenses, permits, certifications, and clearances.
  • Conduct periodic and unannounced inspections of personnel and posts.
  • Ensure compliance with Post Orders and General Orders.
  • Coordinate contractor personnel during emergencies and special events.
  • Act as Incident Command during emergency situations unless relieved by appropriate authority.
  • Conduct daily spot checks of Government Furnished Equipment (GFE) and contractor-owned equipment.
  • Develop and maintain a Quality Control Plan.
  • Ensure timely submission of all required reports (incident reports, weekly hours, monthly progress, training summaries, firearms certifications).


Minimum Qualification Requirements
Experience Requirements

  • Minimum five (5) years of experience performing Physical Security Operations or Armed Guard contract oversight as a primary job function.
  • Minimum two (2) years of supervisory and management experience on Federal Government contracts.


Clearance & Background Requirements

  • Must hold or be eligible for a Tier 2 (Non-sensitive Public Trust) clearance.
  • Must obtain and maintain Select Agent (SRA) clearance.
  • Must meet all USDA background investigation requirements.
  • Must be a U.S. citizen and at least twenty-one (21) years of age.


Training & Certification Requirements

  • Must have completed Incident Command System (ICS) training equivalent to ICS-200 prior to filling the position.
  • Must be qualified and capable of being armed, including firearms and non-lethal weapons certification.
  • Must maintain required firearms certifications per Kansas C-POST standards.
  • Must comply with all annual refresher and training requirements.


Professional & Administrative Requirements

  • Must have authority to act on behalf of the contractor.
  • Must be on-site a minimum of eight (8) hours daily during core hours (6:00 AM - 6:00 PM), Monday through Friday, excluding federal holidays.
  • Must be available 24/7 and respond within required timelines.
  • Must provide resume and certifications to CO/COR for approval prior to appointment.
  • Replacement Project Manager must be provided within thirty (30) days if vacancy occurs.


Physical & Conduct Standards

  • Must meet physical and medical standards outlined in the PWS.
  • Must comply with all uniform, grooming, and professional conduct standards.
  • Must maintain strict adherence to federal property conduct regulations.
