Responsibilities

The Risk, Quality, and Performance Manager is a senior member of the Program Management Office (PMO), responsible for leading enterprise risk management, Quality Assurance Surveillance Program (QASP) execution, and performance oversight across CBP analytics and intelligence initiatives.

This role ensures alignment with DHS and CBP governance standards, strengthens compliance practices, and drives continuous improvement through structured risk mitigation and data-driven performance monitoring in support of mission-critical operations.

Support will be provided across multiple mission locations:

    Ashburn, VA
  • Sterling, VA
  • Washington, D.C.

Key Responsibilities

Enterprise Risk & Issue Management

  • Develop and maintain an integrated risk management framework across IT programs and projects.
  • Identify, assess, track, and mitigate risks, issues, and interdependencies.
  • Maintain enterprise risk registers and lead recurring risk review sessions.
  • Conduct impact and trend analysis to inform mitigation and contingency planning.
  • Ensure risk practices align with cybersecurity mandates, regulatory requirements, and organizational policy.

Quality Assurance & QASP Execution

  • Establish and oversee the Quality Assurance Surveillance Program (QASP) to ensure adherence to contractual, technical, and governance standards.
  • Conduct audits and quality reviews of deliverables, documentation, and processes.
  • Develop and manage QA metrics, dashboards, and reporting tools for leadership visibility.
  • Drive continuous improvement initiatives to enhance product quality and reduce defects.
  • Ensure traceability between requirements, deliverables, and performance standards.

Performance Management & Reporting

  • Define, track, and report Key Performance Indicators (KPIs) related to cost, schedule, predictability, and service quality.
  • Implement performance measurement frameworks aligned with mission objectives and customer expectations.
  • Prepare executive-level dashboards and briefings on program health, risk exposure, and quality trends.
  • Lead corrective action planning and performance improvement initiatives when thresholds are exceeded.

Governance, Compliance & Stakeholder Engagement

  • Support PMO governance processes, audits, and compliance assessments.
  • Ensure adherence to DHS/CBP standards and applicable frameworks (ISO, CMMI, FedRAMP, RMF).
  • Collaborate with cybersecurity, legal, contracting, and financial teams to manage compliance risks.
  • Serve as a trusted advisor to PMO leadership on risk, quality, and performance matters.
  • Communicate findings, mitigation strategies, and improvement recommendations clearly to technical and executive stakeholders.
  • Facilitate governance forums and training sessions across supported mission locations.

Qualifications

Required Qualifications

  • 12 years of experience, may have supervisory or management experience.
  • 7+ years of experience in IT program management, risk management, quality assurance, or performance management roles.
  • Strong understanding of Agile frameworks, IT governance, and compliance standards.
  • Demonstrated experience developing and implementing risk and quality frameworks in complex IT environments.
  • Experience supporting federal or regulated IT programs.
  • Excellent analytical, facilitation, and stakeholder management skills.

Clearance Requirements

  • Ability to obtain and maintain required CBP BI suitability.
  • U.S. Citizenship required.

Preferred Qualifications

  • Bachelor's degree in Information Technology, Business, Risk Management, or related field (Master's preferred).
  • Professional certifications such as PMI-RMP, CISA, CISM, ITIL, SAFe SPC, or PMP.
  • Experience supporting federal acquisition environments (FAR/DFARS).
  • Familiarity with FedRAMP and Risk Management Framework (RMF) processes.
  • Experience with tools such as Azure DevOps, Jira, Power BI, or enterprise risk management platforms.
  • Knowledge of performance measurement methodologies and continuous improvement frameworks (Lean, Six Sigma, or similar).

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
