Responsibilities

    Direct the full technical solution strategy across all proposal types including FAR based procurements, Assisted Acquisition Services vehicles, and Other Transaction Authorities from early shaping through final submission and award.
  • Lead the end to end solution development lifecycle using the corporate Business Acquisition Process, translating capture strategy into executable and evaluable technical approaches.
  • Oversee Capability Solutions Architects responsible for individual tasks, CLINs, or technical domains, ensuring their work integrates into a unified, compliant, and differentiated total solution.
  • Establish the overall solution architecture and technical narrative for complex pursuits, aligning mission outcomes, discriminators, and evaluation criteria into a coherent technical storyline.
  • Oversee development of all major solution artifacts including Solution on a Page, OV 1 and CONOPS views, requirements traceability matrices, compliance matrices, risk registers, technical workflows, and proposal ready architectural diagrams.
  • Lead integrated Basis of Estimate development, ensuring labor mix, technical assumptions, materials, and subcontractor inputs align to the proposed architecture and are defensible, executable, and competitive.
  • Direct Program Startup Plan and transition strategy development, ensuring technical readiness, staffing alignment, risk mitigation, and performance ramp up are credible and measurable.
  • Guide trade space analysis and design decisions to balance technical excellence, innovation, cost realism, and evaluation scoring.
  • Lead and facilitate internal solution reviews, validating solution maturity, discriminator clarity, compliance posture, and scoring alignment.
  • Provide technical leadership to existing programs by identifying modernization opportunities, improving architectural coherence, driving innovation insertion, and strengthening technical performance and mission outcomes.
  • Partner with program managers and delivery leads to assess current state architectures, reduce technical debt, enhance automation, improve cybersecurity posture, and introduce scalable engineering practices that support contract growth and re-compete positioning.
  • Develop and contribute technical content for RFIs, Sources Sought Notices, white papers, capability briefings, and market surveys to shape customer thinking and pre-position differentiated solutions prior to formal solicitations.
  • Integrate corporate capabilities, IRAD investments, automation, AI enabled approaches, cybersecurity frameworks, and modernization strategies into both new proposals and active programs where mission relevant.
  • Partner with Capture Managers, Proposal Managers, Volume Leads, Pricing, and Executive Leadership to ensure seamless integration between technical architecture, management approach, staffing plan, and cost volume.
  • Support post submission activities including evaluation notices, Q and A responses, technical clarifications, and orals preparation.
  • Maintain accountability for technical coherence, compliance, innovation, and evaluation strength across both growth pursuits and active program portfolios.


Qualifications

  • Minimum of 16 years with BS/BA; Minimum of 14 years with MS/MA; Minimum of 10 years with Ph.D.
  • 4 years experience may be used in lieu of degree.
  • An Active TS SCI clearance

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
