Overview

The Gilbane Development Company is looking for a Leasing & Compliance Manager who is responsible for overseeing leasing performance and LIHTC compliance execution at Barnaby & 7th Phase II. This role serves as the primary leader for occupancy and regulatory coordination, ensuring that leasing goals are achieved while maintaining strict adherence to affordable housing requirements.

The Leasing & Compliance Manager supervises the Compliance & Occupancy Specialist, who provides administrative and file-processing support. The Manager is accountable for regulatory accuracy, leasing strategy execution, and overall occupancy performance at the property.



Responsibilities

Leasing Leadership & Occupancy Management:
* Lead all leasing activities including tours, applicant engagement, and lease execution.
* Develop and execute strategies to maintain strong occupancy levels.
* Oversee waitlist management in accordance with LIHTC and Fair Housing requirements.
* Monitor unit turnover timelines and coordinate vacancy readiness.

LIHTC Compliance Oversight:
* Oversee income certifications and recertifications to ensure compliance with IRS Section 42 and applicable regulations.
* Review and approve applicant files prior to final certification.
* Ensure rent limits, income limits, and utility allowances are properly applied.
* Maintain audit readiness and support internal and external compliance reviews.

Supervision & Administrative Oversight:
* Supervise the Compliance & Occupancy Specialist.
* Delegate administrative file preparation and documentation tasks.
* Provide coaching, quality control review, and performance feedback.

Regulatory & Systems Management:
* Ensure accurate data entry and compliance tracking within property management systems (e.g., OneSite RealPage).
* Generate and review compliance and occupancy reporting.

Resident & Applicant Relations:
* Provide professional guidance to residents and applicants regarding eligibility and lease requirements.
* Resolve escalated concerns related to leasing or compliance matters.



Qualifications

Required:
* 3-5+ years of leasing or property management experience, preferably within affordable housing environments.
* Strong working knowledge of LIHTC (Section 42) requirements.
* Experience reviewing income certifications and eligibility documentation.
* Supervisory or team-lead experience.
* Proficiency in Microsoft Office and property management software.

Preferred:
* Experience managing LIHTC properties in Washington, DC.
* Familiarity with OneSite RealPage or similar systems.
* Professional certification such as HCCP, COS, or equivalent.

Skills & Competencies:

* Strong leadership and supervisory skills.

* High attention to regulatory detail.
* Ability to balance leasing performance with compliance integrity.
* Strong organizational and time management skills.
* Effective communication and conflict resolution skills.
* Ability to manage multiple priorities in a dynamic environment.

Salary to be determined based on factors such as geographic location, skills, education, and/or experience of the applicant, as well as the internal equity and alignment with the team.

For Washington DC this ranges from $65,000.00 -$90,000.00 plus benefits and retirement program.
