About the Opportunity:

The Administrative Manager for Information Technology Services (ITS) is a key member of the department's leadership team, responsible for overseeing and coordinating core administrative functions that support a large, complex, and highly technical organization. This position will lead budget development, financial planning and analysis, contract and procurement administration, and program support services, ensuring alignment with departmental priorities and County policies. Working closely with ITS leadership, HR, Finance, and County stakeholders, the Administrative Manager ensures effective stewardship of resources and supports the development and management of multifaceted budgets, including operational, capital, and internal service funds. This role plays a critical part in maintaining financial sustainability, transparency, and compliance while helping the department navigate competing priorities and evolving service demands. The Administrative Manager also champions process improvement and standardization across administrative operations, enhancing efficiency, accountability, and service delivery. This position supervises administrative staff and builds strong partnerships with technical leaders and stakeholders to ensure administrative services effectively support ITS programs, enterprise initiatives, and the County's broader strategic goals.

About the Department/Division:

Washington County's Information Technology Services (ITS) Department is a centralized organization of over 80 professionals delivering enterprise technology solutions that support critical County services and operations. ITS partners with departments across the County to provide reliable, secure, and future-ready technology services. The ITS administrative team supports key functional areas within the department, including Infrastructure and Operations, Enterprise Systems, Information Security, and Project and Portfolio Management. The Administrative Division within ITS provides essential business and operational support that enables the department to function effectively and sustainably. This team includes financial and management analysts who support budget development and monitoring, financial planning and analysis, contract and procurement coordination, and administrative services to all ITS divisions. The division plays a critical role in ensuring compliance with County policies, supporting strategic planning and reporting, and improving internal processes to enhance efficiency, accountability, and transparency.

Education and Experience:
  • Possession of a bachelor's degree from a four-year college or university with a major in business or public administration, finance, or a closely related field;AND

  • At least five (5) years of progressively responsible professional experience in administrative, management, intergovernmental, operations, budgetary and similar analyses that includes at least three (3) or more years of professional level supervisory experience.

Additional Requirements
