Job Title: E-Learning Content Creator(Part-time)
Location: Glen Allen, VA 23060(Hybrid)
Pay Rate: $40.00 /Hr. on W2 without benefits
Duration: 06+ months
Work hours: Between 8:00 am and 5:00 pm, based on the needs of the supervisor. The maximum number of hours per week is 29.5.

Purpose of the Position:
  • This position reports to the Multimedia Learning & Engagement Supervisor. This is a contract-level position responsible for developing eLearning and other content and courses that support human services staff (Benefit Programs) employed at Virginia's Local Departments of Social Services, as well as community partners. The eLearning Developer will design, build, maintain, and refresh asynchronous learning and supporting content for the Division; work collaboratively with subject matter experts and curriculum developers to design eLearning content that is engaging, links to Virginia Department of Social Services (VDSS) related policy and guidance, issues and innovations in local agency practices and trends; and incorporate new training industry practices.
  • This position evaluates the effectiveness of eLearning courses by participating in the design of asynchronous course evaluations and recommending changes and improvements in training content or eLearning design. The position will provide the highest quality eLearning course engagement options, while maintaining excellent working relationships with VDSS staff and local learners.

Mandatory Requirement:
  • Experienced with the instructional design process and adult learning theory.
  • Skilled in creating 508 Compliant eLearning products.
  • Skilled in video/audio development.
  • Able to draft eLearning scripts.
  • Skilled in the use of Microsoft Office products, including MS Teams, Word, and PowerPoint.
  • Proficient in the use of Articulate Storyline or similar eLearning authoring program in the development of training modules.
  • Skilled in managing multiple deadlines, collaborating with multiple levels of stakeholders to manage complex projects.
  • Able to work independently and as part of a team and collaboratively with internal colleagues and external partners to accomplish the goals of the training unit.
  • Able to communicate effectively orally and in writing, meet deadlines, and interact with all levels of the VDSS and other State and Local entities.
Required Qualifications:
  • Experience and skill in interpreting and applying policy regulations and guidelines in course development.
  • Significant experience in instructional design, educational design, training development, teaching, and/or eLearning development.
  • Experience with eLearning design, audio and video development, and/or virtual learning technologies.
  • Established skills in graphic and visual design.
  • Knowledge of video development (storyboarding, scripting, screencasting, and editing).
  • Intermediate to advanced capabilities with Microsoft Office (Word, PowerPoint, and Excel).
  • Advanced instructional writing skills with demonstrated ability to write professional, grammatically correct instructional text.
  • Communicates clearly orally and in writing.
  • Knowledge of emerging technologies and strong computer proficiency.
  • Experience with online collaboration tools (Microsoft Teams).
  • Experience with course authoring tools.
  • Knowledge of accessibility guidelines [WCAG 2.1 AA] regarding eLearning development.
Additional Considerations:
  • Knowledge of state and federal laws and mandates relevant to social services.
  • Knowledge of Benefits Programs.
