Idaho National Laboratory (INL) is seeking an Information Security Department Manager to lead the effective and efficient operation of the Information Security Department, comprised of the INL Classification Office, Classified Matter Protection and Control (CMPC), Operations Security (OPSEC), and the INL Technical Security Program. This position reports to the Security Programs and Services Division Director and is accountable for the overall performance, execution, and continuous improvement of Information Security programs.

This role provides strategic and operational leadership to ensure classified and controlled unclassified information in all forms is protected in accordance with applicable laws, executive orders, and Department of Energy (DOE) directives. These requirements are critical to national security and to INL's ability to successfully execute its mission.

The manager is responsible for executing programs effectively and efficiently. This includes identifying systemic inefficiencies, driving sustainable process improvements, and applying data-informed approaches to enhance performance, reduce administrative burden, and maintain full compliance with established requirements. The role also evaluates and leverages emerging technologies, including automation and artificial intelligence, to improve the efficiency, accuracy, and scalability of Information Security processes while ensuring alignment with security requirements and risk considerations.

Essential Job Functions and Responsibilities:

  • Lead a diverse organization of highly specialized technical professionals and be accountable for overall program performance, including operational capability, program integrity, human capital management, and resource planning and budgeting.
  • Maintain strong, strategically focused relationships with DOE-ID, DOE-HQ, and partner across the DOE complex. Play a leadership role in identifying and resolving cross-cutting issues impacting Information Security programs and represent INL in engagements with internal and external stakeholders.
  • Develop, manage, and execute organizational budgets, including forecasting and planning for future resource needs. Ensure effective stewardship of resources and prioritization of investments to balance mission needs, capability, and cost. Establish clear expectations, foster accountability, and promote a culture of continuous improvement aligned with INL's mission, vision, and values.
  • Contribute to and help shape the development and execution of laboratory-wide security strategies aligned with current and future mission needs. Support initiatives to modernize security programs, enhance effectiveness, and address evolving threats and requirements. Work collaboratively across Safeguards and Security and with laboratory partners to ensure Information Security capabilities are aligned with the Laboratory's strategic direction and future security posture.
  • Operate with a high degree of autonomy and collaborate across INL to integrate and operationalize security requirements within mission activities and implement laboratory-wide initiatives. Exercise sound judgment in interpreting and applying requirements, resolving complex or ambiguous issues, and advising senior leadership on risks, compliance, and operational impacts that could affect laboratory performance, fee, or contract outcomes.
  • Ensure the organization is staffed with trained, qualified, and competent personnel. Actively lead, mentor, and develop staff, with accountability for team performance, engagement, and professional growth. Conduct regular staff check-ins and formal performance reviews, providing clear expectations, timely feedback, and coaching to support individual and organizational success. Align individual and organizational performance goals with strategic objectives and build organizational depth through talent development and succession planning.
  • Ensure robust and credible performance assurance activities are in place to evaluate program effectiveness and drive continuous improvement.
  • Provide guidance to your team within the latitude of established company policies.
  • Responsible for the effective operation of activities of major significance to our organization. Decisions impact others in the immediate team and influence methods and techniques.
  • Execute financials, business planning, organizational priorities, and workforce planning. Ensure that budgets, schedules, and performance standards are realistically set and attained.
  • Typically manage employees who perform similar tasks. May manage supervisors, exempt, and non-exempt staff.
  • Receive objective-based assignments and determine resources to meet schedules and goals.
  • Responsible for a single function, location, and technical discipline.
  • Recommend changes to policies and establish procedures that affect the department or multiple disciplines.
  • Help develop overall goals and long-term goals of the department and possibly the division.
  • Work with subordinate supervisors, customers, and functional peer group professionals, involving matters between sections and multiple units.
  • Partner with main contacts outside own area of expertise and other external partners.
  • Communicate results and recommendations across disciplines.

Required:

  • Bachelor's Degree and 9 years of relevant experience with 5 years of proven leadership experience OR a HS Diploma and 15 years of experience including 5 years of leadership.
  • Relevant experience includes: Understanding/experience with DOE requirements, facility operations, information/technical security, and classification qualifications, and risk assessments/analysis.

Ideal candidate would possess the following:

  • Experience working with DOE or national laboratory partners and addressing cross-cutting issues.
  • Experience and understanding of DOE related Safeguards and Security Programs.
  • Demonstrated experience in one or more DOE Information Security disciplines (e.g., classification, CMPC, OPSEC, or technical security).
  • Proven ability to lead and develop high-performing teams in a technical or compliance-driven environment.
  • Experience identifying inefficiencies and implementing process improvements while maintaining compliance with regulatory requirements.
  • Experience applying data-driven approaches, automation, or digital tools to improve workflow efficiency and program effectiveness.
  • Demonstrated ability to operate independently and exercise sound judgment in complex or ambiguous situations.

Job Information:

  • Schedule/Location: 9x80 schedule located at our Research and Education Campus in Idaho Falls with every other Friday off.
  • The target pay range for this position is $158,712- $237,174 annually. The full pay range is $107,844 - $274,980. At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.

Physical Requirements:

  • While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 35 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required.
