Summary:

Drive the overall planning and utilization of IM Governance, data democratization, and data literacy in the Analytics Organization (AO) and across the enterprise. Work with other work stream directors within AO and PHS to promote and support data literacy and data democratization by business requirement gathering and documentation, integrating data quality standards, measure data quality, data/measures definitions, data lineage documentation, and report catalogs in support of self-service solutions to support business decision making to meet business needs. Establish, lead and maintain business liaison relationship with AO, Business, IT and Financial and technical areas and manage vendor relationship for requisite products/services. Lead, manage and execute IM Governance and Software Development Life Cycle (SDLC) best practices to improve value to the organization through improved processes, automation and decreased cost. Direct and manage IM Governance, Mede Analytics and Business Systems Analyst talent & portfolio of work. Responsible for ensuring work efficiencies and decreased manual efforts through leveraging existing and new enterprise data management tools and automation.

Job Description:

*Work closely with VP of Analytics Organization and appropriate PHS business stakeholders to develop vision, strategy, goals, and objectives for the IM Governance and Mede Analytics team
*Lead and provide recommendations to design and integrate new analytical processes to translate data into actionable insights so as to enhance organizational reporting/analytical capabilities and support strategic/tactical business decision making
*Lead and provide recommendations to design and integrate best practice IM Governance tools and processes to improve trust in and reliance on PHS data to support the Data Driven Culture and promote data literacy and democratization
*Create value for the organization through best practice approaches to resolve key business issues and drive continuous improvement through a balance of people, process and technology
*Work with AO directors and business leadership to develop the strategic agenda, tactical execution plan and project pipeline for the IM Governance, Mede Analytics and Business Systems Analyst teams
*Coordinate the effective delivery of IM Governance, Mede Analytics and Business System Analyst output to ensure outcomes that meet business leaders expectations
*Implement, oversee, and nurture data quality best practices across the enterprise
*Communicate the value of IM Governance, Mede Analytic solutions, data literacy and democratization to business leaders & other stakeholders
*Conduct overall program evaluations (i.e., planning-implementation-completion/analysis-reporting) and assessments such as change management assessments, workflow optimization assessments, etc.
*Facilitate the creation of career development programs & training opportunities in alignment with Analytics Organization leadership
*Support and promote the development of all analytical talent across the AO model
*Develop & maintain proficiency within the IM Governance, Mede Analytics and Software Development Lifecycle arena, as well as proficiencies among staff
*Prioritize & allocate work within the IM Governance, Mede Analytics and Business System Analyst teams in alignment with Analytics Organization and business goals and objectives.
*Direct a portfolio of IM Governance, Mede Analytics, and Business System Analyst projects including the project plan, scope, functional requirements development, and risk management where applicable
*Direct and manage the IM Governance, Mede Analytics, and Business Systems Analyst analytical teams, including, but not limited to, personnel decisions and activities such as hiring, firing, performance evaluation, training, disciplinary issues and implementation of personnel policies
*Manage IM Governance, Mede Analytics, and Business System Analyst team budget and support the overall AO budget
*Assist in the implementation of developed tools & solutions through partnership with business leaders and operators
*Hold team accountable for developing and executing analytic tools and self-service solutions for real time business decision making and meeting needs of business leaders
*Develop year-end value story to demonstrate value of the team and their contribution to progress towards the AO and PHS goals

Additional Job Description:

Bachelor degree in a quantitative, IT, or related subject. A Masters or a Ph.D. is highly preferred. Ten plus years of related business intelligence, analytics and reporting work experience required. Five or more years of management experience directly managing high profile healthcare reporting/analytics implementation projects using various methodologies (e.g., Waterfall, Agile, etc.) and consisting of cross functional team(s) or other relevant leadership experience. Demonstrate extensive knowledge of sophisticated and varied reporting/analytics tools & solutions platforms & products. Experience managing complex healthcare projects with diverse teams and developing proactive data-driven and outcome based initiatives to improve business decision making and operational efficiencies. Deep healthcare data (e.g., profiling), statistical analysis experience, and demonstrated understanding of health care databases and health plan/delivery system processes. Significant knowledge of healthcare industry and healthcare information standards such as HL7, LOINC, ICD 9/10 and CPT codes, industry standard groupers (e.g., ETGs, DRGs, DCGs, etc.). Knowledge of overall program evaluation lifecycle (i.e., planning-implementation-completion/analysis-reporting), predictive modeling, data mining, and clinical best practices (e.g., workflows) preferred. Demonstrate proficiency in multivariate analysis including natural language processing, machine learning, conceptual modelling and hypothesis testing. Must have requisite content knowledge related to program outcomes evaluation (i.e., completion/analysis and reporting phases of the program evaluation lifecycle), big data technologies such as Hadoop, Spark, Kafka, Storm, R, Python, SQL, no-SQL databases, database analytics and graph databases. Adept in BI tools (e.g., Business Objects/BO, Cognos), data visualizations tools (e.g., Tableau), querying language (e.g., SQL), statistical software such as SAS and Modeling techniques, as well as general health service research and outcomes reporting/analytics. Partner with IT in coordination and better management of standardized clinical content supporting clinical documentation, clinical decision support, and quality reporting efforts. Proven ability to spearhead, lead, develop/customize and implement BI platforms as well as clinical information system projects and initiatives. Work with IT/Tools& Solutions team for overseeing System Development Life Cycle (SDLC) for developing tools that promote ease of use for end business users, self-service/ad hoc reporting and support real time business decision making. Experience in extract transform and loading (ETL), data cleaning, data normalization/mapping and business process management (BPM) is expected. Good knowledge of decision support as well as regulatory/data privacy practices and laws. Hybrid of strong business and analytics skill set to facilitate the development of technology solutions to meet business needs. Strong written and oral communication skills with ability to elicit business requirements/needs and develop a study/solution proposal. Effectively communicate value and usability of tools & solutions to broad audience, including senior leadership.
