Primary Function of Organizational Unit
The primary purpose of this organization unit is to administer the campus-wide grant programs of the Higher Education Act of 1964, under Title III-Part B. The unit manages the HBCU, Part B, FUTURE Act, and HBGI grants. The main functions of the office are management of the grants; planning, directing, coordinating, advising, troubleshooting, and implementation of the grants; developing, revising, writing, and editing the Title III grant proposals within the letter and spirit of the Federal and State of North Carolina Laws and Statues, all within the practices and procedures of the State of North Carolina and North Carolina Central University.
Primary Purpose of Position
The Compliance Officer/Program Specialist will assist the Director of Title III in proactively supporting grantees in implementing best practices to ensure timely and accurate reporting to the U.S. Department of Education (U.S. DOE). Staff member serves as financial management consultant and authoritative expert to grantees regarding tracking, monitoring, and use of grant funds; internal control systems; financial policies; and sound fiscal management practices. Ensures that grantees' fiscal and internal control systems are competent to meet program requirements by providing assistance in pre-award planning/preparation, budgeting, application procedures, project approval, grant implementation, grant monitoring and evaluation, and audit resolution. Reviews applicant budget submissions, assesses applicants' capacity to appropriately expend grant funds, monitors spending performance of assigned grantees, and ensures that grant recipients meet legal, fiscal, and program requirements. Provides technical assistance, identifies options, and makes recommendations on grant preparation and implementation through site visits, workshops, training, and other management assistance services. This staff will also perform other duties as assigned by the Title III Programs Director.

Ability to work independently, making effective decisions quickly and resolutely; knowledge of management skills, including planning, prioritizing, implementing, and evaluating; ability to maintain confidentiality and discretion; ability to work effectively with individuals of all professions, ranks and personalities; knowledge of University and System hierarchical structure, policies and procedures; ability to use technology effectively; ability to manage multiple projects with attention to detail and accuracy; comprehensive and effective writing and verbal communication skills; sensitivity to and awareness of University programs; ability to adapt quickly to new situations and to work under unusual pressure with frequent interruptions while maintaining a high degree of concentration and attention to detail; ability to find creative solutions for complex problems while still maintaining the integrity of the standards and policies of the institution; ability to rapidly acquire general knowledge of all policies and procedures, complete knowledge of function, and be able to give understandable interpretations of policies and procedures; demonstrate knowledge of, and familiarity with, the theory, methods, and principles of fiscal management, as well as the federal, state, and local laws, regulations, and requirements that govern grants administration; ability to explain relevant issues and train other staff members; capable of conducting research and collecting documentation independently; experience and success in formulating and implementing financial policies and procedures that strengthen grantees' internal controls; knowledge of various approaches to accounting systems used in order to evaluate, track, monitor, and determine whether grantees' financial internal control systems meet program requirements and to make appropriate authoritative recommendations for improvement of internal controls and modification of accounting systems; skill and diplomacy in meeting and dealing with a variety of officials from various University and external constituencies; ability to provide leadership to empower internal stakeholders to reach full potential; ability to think globally and apply experiences in a creative and strategic manner; sensibility to and awareness of the University's diverse community; thorough knowledge of and experience with managing financial operations and financial reporting, especially with regard to federal and private grants; knowledge of US generally accepted accounting principles and financial accounting standards; thorough knowledge of and experience in the rules, regulations and procedures for government grants/contracts; demonstrated ability to design and implement effective workflow processes and procedures that enhance internal controls and reporting; superior problem solving and analytical skills; and appreciation for deadlines and adherence to project plans.
Minimum Education/Experience
Any combination of education and experience equivalent to a master's degree, in business administration, with course work in finance, accounting budget analysis ( CPA preferred), or a related field, plus five years of progressive and responsible professional experience relevant to the position, five years of grant administration experience, and two years of accounting or finance, work experience. Background in business management systems, contract or grant compliance, and administration of federal government programs, particularly large projects preferred. Federal costing compliance, federal financial management, federal grants management, or professional grant writing certification is preferred.

Primary Responsibilities and Duties


Function Program Management

  • Provides administrative analysis, post-award services, and oversight to ensure compliance with grant requirements.
  • Serves as a resource and point of contact for finance staff and managers of Title III-funded programs.
  • Responsible for assisting the Director of Title III Programs with the development of long-range and strategic plans, and administrative policy and procedures for all Title III Program Projects/Activities by encompassing University priorities, policies and Federal law.
  • Responsible for the design and control of internal recordkeeping consistent with university accounting standards and Federal and State records retention policies.
  • In the absence of the Director, authorized to commit Title III transactions, such as expenditures, budget transfers, and other transactions.
  • Notifies the Title III Programs Director of problems and irregularities.



Function Work Coordination

  • Reviews and communicates to Activity Directors U.S. DOE requirements for periodic proposals.
  • Provides expert editorial assistance to faculty and administration in the development of the Title III HBCU,FUTURE Act, and HGBI grants through consultation on (before the proposal is begun or as work is in progress) text of grant proposals, including recommending reorganization for better flow, rewording for clarity, verifying concordance between figures and text, suggesting new figures, and editing to comply with APA or other style guidelines.
  • Reviews Title III Grant proposal documents to ensure the appropriate compliance inputs are included.
  • Reviews unit costs of proposal budget for compliance (proposals in accordance with A-21Cost Principles).
  • Proposes procedures for compliance during the proposal development stage of the grants/contracts.



Function Compliance Management

  • Reviews for compliance Title III financial documentation (i.e., costs charged to grants/contracts including, but not limited to travel expense reports, consultant agreements, personnel allocation sheets).
  • Works to ensure that grantees appropriately administer and expend their grant funds to meet their project goals and objectives in a timely manner.
  • Conducts bi-monthly monitoring meetings.
  • Develops and manages Compliance Checklists for all grants/contracts.
  • Reviews grants and contract terms to ensure expenditures are properly allocated and that they conform to the defined budget parameters and terms of the award approved by the U.S. DOE;
  • Monitors adherence to established policies and processes for grants and contracts;
  • Maintains a grants/contracts finance database system for monitoring grant and contract compliance requirements.
  • Maintains up-to-date, accurate financial records on all Title III Projects.
  • Reviews files to ensure appropriate documents are available (pre-approvals, all modifications).
  • Ensures the proper labeling, maintenance and disposition of inventory purchased with grant funds.
  • Reviews "burn rate" on projects.
  • Monitors and tests internal controls for Title III Projects.
  • Reviews any journal entries prepared by the University Contracts and Grants Office.
  • Responsible for the internal grant tracking database.
  • Ensures compliance with purchasing regulations.
  • Manages the fiscal closeout review of completed grants and makes appropriate adjustments or disallowances.
  • May recommend to the Director of Title III that a grant-funded activity be temporarily or permanently halted.



Function Business and Records Administration

  • Assists with the development of forms and templates for reporting purposes.
  • Works with the University's Office of Research Evaluation and Planning and the University Activity Directors to develop baselines/benchmarks and evaluate methods for project objectives and anticipated results.
  • Monitors spending performance of all grants and ensures that all activities' financial reports are filed with the Title III Office on a timely basis.
  • Provides monitoring tools and guidelines for University Activity Directors.
  • Prepares information and reports for internal and external stakeholders.
  • Assures appropriate explanations for variances on budget versus expenditure reports.



Function Executive Support

  • Conducts spot checks to ensure that grants are being tracked by Activity Directors and reconciled with Banner financial data, along with monitoring monthly Title III payrolls.
  • Reviews all quarterly reports submitted by Activity Directors and provides necessary feedback.
  • Serves as a member of an internal mock-grant review team.
  • Assists Director of Title III Programs with activities for the annual External Evaluation and periodic A-133 government grant audit between the auditors and the Project Directors.
  • Works with the Director of Title III Programs to ensure the timely resolution of all A-133 grant audit findings and External Evaluation recommendations.



Function Training

  • Annually meets with Activity Directors to increase dialogue on the development of project goals, measurable performance objective statements, anticipated results, timetables, resources needed, and evaluation plans.
  • Develops training materials and develops materials to facilitate grant compliance.
