Primary Function of Organizational Unit
Providing comprehensive law enforcement, security, and safety services to the university community is the central function of the North Carolina Central University Police Department. This includes maintaining a safe campus environment while ensuring compliance with applicable laws, regulations, and institutional policies.
Within this structure, the Safety Systems & Compliance Division supports critical operational functions such as security technologies, Clery compliance, and other safety-related infrastructure that enhance campus safety and promote operational efficiency across the university.
Primary Purpose of Position
The Clery Act Compliance Coordinator is a civilian member of the police department, responsible for ensuring North Carolina Central University's full compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) and related regulations. This role requires collaboration with various university offices to provide oversight, direction, and reporting on Clery Act compliance.
Key responsibilities include:


  • Compliance Oversight: Administer and coordinate all Clery Act compliance efforts, serving as the university's subject matter expert on the Clery Act and a resource for related compliance issues.

  • Policy Development: Regularly review, develop, and update policies to ensure ongoing compliance with the Clery Act. Stay informed about changes in federal regulations and adjust practices accordingly.

  • File Management: Establish and maintain a comprehensive filing system to store all documentation needed to demonstrate Clery Act compliance. Ensure that all files are readily accessible for Department of Education audits and are kept for seven fiscal years.

  • Collaboration with Law Enforcement: Liaise with law enforcement agencies to ensure timely and accurate reporting of incidents within the university's Clery geography.

  • Committee Leadership: Serve as the point of contact for the NCCU Clery Act Compliance Committee and assist with running the committee's activities.

  • Compliance Prioritization: As institutional priorities shift, assist in assessing and prioritizing compliance obligations, analyzing compliance data, and coordinating compliance committees and presentations.

  • Outreach: Develop and support initiatives to raise awareness about the university's Clery Act compliance obligations and campus safety policies.

Required Knowledge, Skills, and Abilities
Experience in assisting with administering a program for the Clery Act or other programs pertinent to higher education laws or regulations. Ability to communicate effectively and to plan and conduct community programs; ability to collect and interpret statistical data, identify problems, identify potential options for resolution of issues identified.
Minimum Education/Experience
Bachelor's degree and one year of experience related to the area of assignment; or and equivalent combination of training and experience.

Primary Responsibilities and Duties


Function Professional Knowledge
Describe the specific tasks and responsibilities related to the function.
Manage the University's Clery Act compliance program, including development of policies and procedures and tracking for adherence of requirements - Maintain and prepare documentation and records retention required for compliance under the Clery Act - Stays abreast of pending and final changes to the Clery Act and other laws or regulations affecting Clery Act provisions. - Develop and maintain procedures/policies to ensure Clery Act compliance across NCCU campus to include effective practices in Residence Life, University Police, Fire and campus partners - Prepare, publish and distribute the Annual Security and Fire Safety Report, and prepare communications for campus community regarding its availability - Assist in identifying and training of Campus Security Authorities ( CSA) annually as well as facilitate Clery Act training across the university - Collect, analyze, classify and document crime statistics from various departments, CSAs and law enforcement agencies - Submit annual statistics to the Department of Education - Maintain information regarding timely warnings, emergency notifications and fire safety data.

Reviews the daily incident logs and produces the university's annual report. Reconciles external municipal and internal university reports. Provides advice and direction to the Police Department and relevant stakeholders to maximize Clery Act compliance requirements. Monitors and communicates progress and developments in federal and state laws, regulations, and Clery Act compliance; provides subject matter expertise and recommends responses/procedures related to the laws, regulations and program guidance.

Function Consultation
Describe the specific tasks and responsibilities related to the function.
Works cross functionally with the Police Department, Student Affairs, Emergency Management Coordinator, Office of General Counsel, and Environmental Health & Safety etc. to ensure compliance with Clery requirements. Regularly meets with and trains Campus Authorities within the various areas (i.e. relevant stakeholders, etc.). Monitors, develops, updates and implements departmental and suggest institutional policies, procedures and processes to ensure compliance with the Clery Act. Evaluates Clery geographic locations regularly to ensure boundaries are maintained and communicated appropriately to capture accurate reporting.
