These core values come together as five promises we make as individuals and as a TEAM to those we serve. Job Overview: This position is responsible for supervisory work over a Veterans Cemetery. An employee in this class develops and implements cemetery production plans and procedures for the Department of Veterans Services. This position supervises and participates in the operation of light and heavy equipment for interments, setting headstones and landscaping work for a moderate to large cemetery. Ensures all National Cemetery Administration (NCA) standards are documented, followed and met. The foreman is also responsible for developing and training personnel to maintain required NCA standards and ensure operational excellence. Administrative duties include completing daily reports, ordering supplies, writing performance plans using S.M.A.R.T. goals, approving time and leave requests, and evaluating ongoing procedures to maximize efficiency. Key Responsibilities: 1. Communicates daily with cemetery director about operational activities. Reviews employee attendance, develops work schedules for all subordinates, determines priorities, and allocates resources appropriately. 2. Reviews the information checking burial schedule and weather reports for daily scheduling; communicates necessary changes to the director and ensures all team members understand task priorities. 3. Maintains effective internal and external working relationships through strong communication and presentation skills. Delivers clear briefings and presentations to staff and stakeholders. Fosters team building and creates a harmonious work environment, resolving conflicts to maintain productivity. 4. Supervises cemetery equipment operators and caretakers in equipment operation and maintenance. Ensures preventative maintenance is performed as required, and trains staff on proper equipment usage. Enforces safety protocols and verifies proper personal protective equipment (PPE) is issued, maintained, and correctly used by all staff during operations. Follows CCIR guidelines. 5. Attends National Cemetery Administration training and ensures compliance with NCA standards for headstone alignment, burial section layout, and grounds maintenance. Ensures all NCA standards, departmental and state policies are followed consistently. 6. Completes required administrative duties including daily reports, supply orders, performance plans, time/leave approvals, and procedure evaluations to maximize efficiency. 7. Works in harsh conditions such as all kinds of severe weather including rain, snow, sleet, extreme heat and cold, and high winds to ensure cemetery grounds are properly maintained year-round. Prepares and applies proper chemicals for grounds including fertilizers and pesticides. 8. Additional duties as assigned or delegated. Minimum Qualifications: Education and Experience: High school diploma or equivalent and a minimum of three years of full-time experience in either grounds maintenance or heavy equipment operation work. The ideal candidate will have supervisor experience leading a team.
