JOB ANNOUNCEMENT Assistant Comptroller Finance Department Grant and Project Accounting Division Number of Positions: 1 (Additional vacancies possible pending budget approval) Starting Salary: $121,668.00 (New hires are paid the starting rate. Current employees' pay rate is determined by their job title and years of service.) Applications for this position will be accepted until 11:59pm CDT on 6/1/2026. Under direction, manages and directs the activities of a major subdivision or financial program for the Comptroller's Office such as General Accounting, Cash Management, Enterprise Auditing and Accounting, and Risk Management, as well as performs related duties as required. This class title has been designated as a multi-tiered title. Positions allocated to this title code are assigned to medium City departments and have been designated as such on the Senior Manager Salary Plan. ESSENTIAL DUTIES * Manage the GPAD Director of Accounting of the Community Development Block Grant Accounting Unit and the GPAD Director of Accounting of the Systems and Audit Support (SAS) and Voucher Audit & Tracking (VATS) units, ensure establishment, implementation, and adherence to grants management fiscal policies and procedures and compliance with federal statutes, regulations and the terms and conditions of the City's federal, state, local and private grant funding. * Assist with the completion and coordination of GPAD portions of the Annual Comprehensive Financial Report (ACFR), Single Audit (SA) and Consolidated Year-End Financial Report (CYEFR). * Reviews grant revenue collections and expenditures and assist with problem resolution as needed. * Provide technical support issues related to the SAS Unit and VATS Unit. * Actively participates in initiatives that support electronic improvements within the City's Financial Management & Purchasing System FMPS/IT system and other support systems related to grant management and payment processing. * Assist and provide support to GPAD managers and city spending departments in connection with grantor fiscal/program monitoring engagements and/or the administration of various funding sources and grants. * Provide oversight and/or coordinate the review and approval of financial sections of contracts and grants, request for proposals (RFPs), or technical submissions made by, for, or through grant funded sub-recipients and sub-contractors. * Examine accounting documents to determine expenditure allowability in accordance with various grant or funder criteria. * Provide direction and assistance to GPAD managers in the development of documented policies and procedure manuals. * Directs staff training. * Represent GPAD as a liaison in external departmental meetings. Graduation from an accredited college or university with a Bachelor's degree in Accounting or a directly related field with 15 semester hours in Accounting, plus five (5) years of professional accounting or financial management experience, of which three (3) years are in a supervisory role related to the responsibilities of the position, OR Graduation from an accredited college or university with a Master's degree or higher in Accounting or a directly related field with 15 semester hours in Accounting, plus four (4) years of professional accounting or financial management experience, of which three (3) years are in a supervisory role related to the responsibilities of the position SELECTION REQUIREMENTS This position requires applicants to complete an interview.
