Internal Interfaces Program Manager

Position Summary:

This position is responsible for managing interfaces and integration of programmatic services between DOE Contractors for EM and NNSA mission success. Manages and directs scope, schedule, and budget for SAWAs across 13 agreements for services provided between N3B and Triad organizations.

Major Duties & Responsibilities:

Include, but are not limited to:

  • Establishes and manages operational control requirements and agreements when one contractor requires access to another contractor's area of operational control to perform mission-related work.
  • Manages all phases of program design, planning, coordination, and execution in accordance with program requirements and established performance standards.
  • Represents the organization at Plan of the Day (POD) meetings to support project integration, coordination, and operational readiness.
  • Serves as a Control Account Manager (CAM), supporting work control processes, managing assigned control accounts, and overseeing operational control agreements.
  • Communicates change control requirements, policies, procedures, and interface expectations to ensure effective program execution and regulatory compliance.
  • Researches operational and programmatic issues, collaborates with internal and external stakeholders, and facilitates timely resolution of service requests and project challenges.
  • Establishes and maintains effective working relationships with N3B management and senior leadership, multiple LANL divisions, DOE Environmental Management-Los Alamos (DOE EM-LA), NNSA Assistant Managers, Contracting Officers, and other key stakeholders.
  • Develops program cost, scope, schedule, and resource estimates to support planning, budgeting, and execution.
  • Establishes program and project priorities while developing and implementing strategic initiatives that support organizational objectives and mission success.
  • Coordinates cross-functional activities and builds consensus across organizational boundaries, fostering collaboration among N3B, LANL, DOE EM, NNSA, subcontractors, and other stakeholders.
  • Evaluates complex operational issues, exercises sound judgment, and makes timely, effective decisions to support safe, compliant, and successful project execution.

Education & Experience:

A bachelor's degree from an accredited institution and twelve (12) years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.

Preferred Qualifications:

  • Demonstrated experience with operational control requirements for high hazard work control and lower hazard work control.
  • Demonstrated experience working with integrated review tools such as the Project and Activity Review (PAR) and Excavation/Fill/Soil Disturbance (EXID).
  • Demonstrated experience and knowledge of N3B and Triad's organizational structures and broad knowledge of functional processes.
  • Demonstrated knowledge of the DOE EM and NA-LA organizations.
  • Experience and broad knowledge of Prime Contract Requirements.
  • Demonstrated experience in developing and nurturing external and internal customer relationships and securing trust through those relationships.

Knowledge, Skill, & Ability:

  • Advanced level knowledge of and experience in program/project management and operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule estimates and managing agreements to support change control and requirements.
  • Demonstrated ability to establish priorities and make sound, effective decisions.
  • Proven track record in developing and executing strategic vision to drive organizational success.
  • Proven ability to foster teamwork and build consensus across organizational boundaries, including collaboration with N3B, LANL, NNSA, and DOE-EM.
  • Strong interpersonal and communication skills demonstrated through effective briefings, presentations, and written materials.
  • Skilled in leading cross-functional teams to deliver complex solutions on time and within budget, while managing multiple projects.
  • Strong problem-solving abilities, customer-focused approach, and professional, empathetic communication style are essential.
  • Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, and integration tools.
  • Experience in interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts. Experience in developing and nurturing effective customer relationships.

  • While performing the duties of this job, the employee is regularly required to sit, walk, stand, and occasionally climb or balance, squat, stoop, twist, turn, push, pull, kneel, crouch, crawl and reach with hands and arms.
  • This position frequently must lift and/or move up to 25 pounds and infrequently must lift and/or move up to 50 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and ability to adjust focus.
  • Hearing requirements include ability to listen and respond appropriately to conversations in person, virtually, and over the phone.
