Position Information

This recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position.

The Department of Health Services has requested a county-wide promotional certification to fill a Health Services Supervising Accountant position. Qualified County employees who wish to be considered for future positions should consider applying to this recruitment. This employment list may also be used to fill future full-time or part-time positions as they occur during the active status of the list.

The Department of Health Services seeks a highly skilled and motivated Health Services Supervising Accountant to join its team. This role will:

  • Supervise a team of accountants and staff, including workload planning and performance evaluations
  • Assist the Deputy Chief Financial Officer with departmental fiscal activities, including preparing for and completing year-end close
  • Review grant invoices, complex fiscal transactions, and financial reports for accuracy and compliance with federal, state, and local regulations
  • Train and support staff on various accounting duties, including governmental accounting practices, grant compliance, and use of financial systems
  • Coordinate the department's compliance with the Single Audit Act activities by reviewing gathered documentation
  • Address financial audit issues as needed, including preparing supporting documentation, responding to inquiries, assisting with corrective action plans, and implementing process improvements to strengthen fiscal controls
  • Complete special projects or participate on committees as assigned, providing fiscal analysis, data validation, and recommendations to support decision-making
  • Manage grant drawdowns to ensure timely reimbursement
  • Develop and/or review fiscal policies and procedures to ensure compliance with governmental regulations, strengthen internal controls, and promote consistent and efficient departmental practices
  • Review contracts and board items for fiscal accuracy, providing recommendations for fiscal analysis as needed

The ideal candidate will possess strong leadership abilities and extensive accounting knowledge. Additionally, they will possess many of the following:

  • Public agency experience working in financial operations including accounts payable, accounts receivable, and financial reporting
  • The ability to effectively lead, mentor, and manage staff, fostering a collaborative and productive work environment
  • Strong knowledge of accounting principles, fiscal management, and auditing standards, with the ability to handle complex financial transactions
  • Capacity to analyze financial data, identify trends, and provide actionable insights
  • A proactive and investigative approach to resolving systemic issues, including the ability to recognize when an issue needs to be escalated
  • The ability to manage multiple projects and meet deadlines
  • Experience with grant management and reporting
  • Comprehensive understanding of accounting software, financial systems, and data analysis tools, essential for effective financial management
  • Strong written and verbal communication skills necessary to work with staff at all levels, including internal and external partners
  • The ability to present complex financial information in clear, understandable language

This recruitment is being conducted to fill a Health Services Supervising Accountant position in the Department of Health Services. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list. Minimum Qualifications

Experience: Training and/or experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, two years of full-time paid work experience in a position comparable to Accountant III or Accountant-Auditor II in a local government agency, or four years in a professional level auditing or accounting position which demonstrates competency in the many different facets of accounting and/or auditing theory.

Education: Any combination of training and experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, possession of a Certified Public Accountant's Certificate, or possession of a college degree in accounting, finance, or business administration with at least 21 semesters or 28 quarter units of accounting, including principles of accounting, intermediate accounting, advanced accounting, governmental accounting, cost accounting or auditing; would provide such opportunity.

OR

Four years of experience in governmental auditing and/or accounting at a position comparable to an Accountant III or Accountant-Auditor II with at least 21 semester units of accounting, including principles of accounting, intermediate accounting, advanced accounting, governmental accounting, cost accounting or auditing would provide such opportunity.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

The position advertised on this announcement does not require possession of a valid California Driver's License.

Knowledge, Skills, and Abilities

Extensive knowledge of: accounting and auditing principles, theories, and practices as they apply to a wide variety of accounting transactions and fiscal troubleshooting activities.

Thorough knowledge of: the principles, techniques and procedures used in governmental accounting, auditing, and budgetary analysis; the laws, ordinances and regulations which regulate county fiscal operations; modern supervisory practices and principles.

Considerable knowledge of: modern office management, including the application and use of standard office and electronic data processing equipment; expertise in word processing, spreadsheet and database software.

Ability to: plan, coordinate and direct the work of a complex accounting or auditing entity which is composed of diverse fiscal functions; set up, revise, review and maintain complex accounting systems using different accounting and/or auditing functions; coordinate the accounting and/or auditing of division activities; interpret laws and regulations, and apply to a wide variety of fiscal operations; effectively supervise professional, technical and clerical personnel assigned to perform accounting and/or auditing duties; establish and maintain cooperative relationships with co-workers, subordinates and others as required; present ideas in a clear, logical fashion in writing or orally.
