Position summary: Responsible for leading and performing complex real estate acquisition and relocation activities for transportation, infrastructure, and public works projects. This position will serve as a senior Right of Way Specialist and Project Manager, with responsibility for property acquisition, relocation assistance, valuation, negotiations, project delivery, client coordination, and oversight of project staff.


Compensation for this position is $63.00-$65.00/hourly, commensurate with experience, education and certifications. The provided range is a good faith estimate based on the requirements described within the job description. If so, the actual salary range may vary from the estimate provided.


Essential Functions and Responsibilities



  • Evaluate right of way plans, plats, surveys, engineering plans, title documents and other technical documents to support project decisions
  • Prepare and oversee complex acquisition documents, forms, agreements, correspondence and supporting documentation
  • Prepare and review Administrative Determination of Value reports
  • Conduct complex negotiations with landowners, tenants, businesses, and other stakeholders to acquire property rights through negotiated purchases, donation, easement or condemnation proceedings
  • Serve as Project Manager on complex Right of Way and Relocation projects, with responsibility for project schedules, budgets, deliverables, documentation, quality, client coordination, and regulatory compliance
  • Develop and maintain Parcel Reports and other project tracking tools; monitor acquisition and relocation milestones and identify issues that may affect construction schedules
  • Attend and participate in project coordination, design, status, and preconstruction meetings and communicate Right of Way requirements and potential project impacts
  • Assist in the preparation of complex proposals, scopes of work, fee estimates, purchase orders, specifications, and contract documents for Right of Way and real estate services
  • Perform and oversee complex relocation assistance activities in accordance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, and applicable federal and state requirements
  • Conduct and coordinate property inspections/site visits, title research, appraisal and appraisal review activities, valuation reports, relocation planning, and other due diligence activities necessary for property acquisition
  • Review title reports and identify ownership interests, liens, easements, encumbrances, and other title matters that may affect acquisition
  • Lead and manage team members through all stages of Right of Way acquisition and Relocation proceedings
  • Delegate assignments, establish priorities, monitor staff workload and performance, and provide technical guidance and quality control
  • Maintain organized, complete, and accurate project and parcel files in accordance with client, agency, and regulatory requirements.
  • Ensure acquisition and relocation activities are completed in accordance with project schedules, applicable regulations, agency procedures, and contractual requirements.
  • Utilize ProjectWise, PAECETrak, SharePoint, GIS, Microsoft Office applications, and other project management and database systems.

Required Experience

  • High school diploma or equivalent
  • 10+ years of related experience


Qualifications Preferred



  • Land use and acquisition courses
  • The ability to negotiate very complex transactions
  • Very complex problem solving
  • Ability to testify in court and hearings
  • Maintain poise under stressful situations.
  • Real estate experience, familiarity with titles, real estate documents, and legal descriptions
  • Land use and acquisition courses particularly courses offered by the International Right of Way Association
  • Real estate experience, familiarity with titles, real estate documents, and legal descriptions
  • Bachelor's Degree or some college course work including real estate classes

Working Conditions


Some work is performed within a general office environment. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.


Significant field work (50% or more) is required where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Travel to project sites, meetings, property inspections, and other locations may be required. Some lifting (up to 25 lbs.) may be required as needed.
