Brief Summary of Job Duties:

Under the general supervision of the Lieutenant of Administration, the Financial Analyst provides analytical, budget, financial management, and organizational support on a wide range of financial matters for Police & Public Safety. Responsible for daily fiscal and business operations, including general ledger reconciliation, maintaining accuracy of information recorded in accounting systems, researching, analyzing and reconciling financial data, and the purchasing audit. Conducts ad hoc financial analysis and/or reporting for a wide variety of projects and systems. Must work independently and act with sound judgment and confidentiality, anticipate job requirements, prioritize and coordinate multiple complex tasks with interruptions while able to meet deadlines. Supervises one (1) FTE.

Qualifications:

Required Qualifications:

  • High School Diploma or equivalent certification
  • Bachelor's degree in a related area and/or equivalent experience/training
  • 1-3 years' experience in finance or a related field
  • Proficiency in the use of spreadsheet and database software
  • Ability to act independently with sound judgement and confidentiality
  • Ability to function effectively as a member of a team
  • Effective verbal and written communication skills
  • Attention to detail and ability to multitask in a high-volume environment

Preferred Qualifications:

  • Working knowledge of financial processes, policies, and procedures

Job Functions and Percentages of Time:

  • 85% Financial & Operations Management - Provides fiscal management, financial planning & analysis, and budgetary development for all assigned units. Maintains working knowledge of University policies and procedures in the areas of fiscal and business operations; demonstrates flexibility in learning and adapting to new business processes and systems to meet both University and departmental needs. Ensures department compliance with UC policies & procedures. Responsible for the day-to-day procurement process for supplies, equipment, and services via the Gateway Procurement system; reviews Common Chart of Accounts coding, verifies purchases are allowable and applicable to the funding source. Guides staff in all purchasing matters, keeping them apprised of current policies, procedures, and requirements for maintaining auditable purchasing records. Creates, reviews, and submits requisitions, packing slips, and invoices to ensure timely transactional processing from request to invoice payment. Initiates, reviews, and allocates transactions related to the UCSB FlexCard for assigned departments. Ensures compliance with all policies and stays current on procurement processes and policies. Adheres to campus FlexCard program requirements for annual mandatory training and responds to monthly transactional audits from the campus FlexCard Program. Responsible for the Accounts Payable functions for assigned departments. Creates, reviews, and submits invoices and audits invoices against purchase orders and packing slips; verifies accuracy of invoice data: items ordered and delivered; monitors invoice payment process in Gateway Procurement system and ensures timely payments. Responsible for maintenance and retention of back-up documentation on expenditure transactions to ensure completeness, auditability, and compliance with the University purchasing and accounts payable policies and procedures. Follows up with central Accounts Payable on payments. Creates, reviews, and submits Deposit & Recording Advice for all funds received directly to the assigned departments to ensure deposits are recorded to the correct funding string. Bills for recharges and events. Submits and reviews journals and recharges related to assigned departments. Reviews and reconciles monthly ledger reports for accuracy and timeliness of transactions as well as compliance with University policies. Manages and monitors budget information for assigned departments. Reviews budget-to-actual reports monthly. Alerts leadership of abnormalities and/or deficits. Participates in the annual budget process by updating Workforce Planning and Annual Plan in Fusion Cloud EPM Planning. Timely and accurately oversees all travel for assigned departments. Creates and reviews all travel documentation to ensure expense is allowable, allocable, and adheres to University policies. Creates, reviews, and updates all travel-related transactions. Verifies that all necessary backup has been obtained from the traveler. Provides training or resources for travelers to use Concur and serves as an Account Approver for assigned departments. Provides leadership and sets priorities, recruits, interviews, hires, trains, directs, disciplines, and evaluates one (1) FTE.

  • 15% Special Projects - Regularly leads projects of critical importance to the organization that may have campus and community-wide impact. Provides analytical and administrative support and serves as an expert resource to internal and other campus ad hoc and standing committees as needed. Recommends new approaches, policies, and procedures to continually improve departmental processes. Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for achieving assigned work objectives.
