POSITION SUMMARY

System Job Title: Health & Safety Manager (HSM-04)



The HSE Manager is a visible leadership role responsible for overseeing all health, safety, and environmental programs within a plastics manufacturing facility. This position ensures compliance with all applicable federal, state, and local regulations, including OSHA and EPA requirements, while driving a culture of safety and environmental stewardship.

This role serves as the site subject matter expert for environmental compliance, including air, water, and sustainability reporting, and ensures all required reporting, documentation, and audits are completed accurately and on time. The HSE Manager partners with site leadership to implement continuous improvement initiatives that reduce risk and ensure operational compliance with corporate and regulatory standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES


Health & Safety



  • Ensure compliance with all DSV Health & Safety policies, procedures, and regulatory requirements
  • Maintain OSHA recordkeeping and ensure timely and accurate reporting
  • Lead incident investigations, root cause analysis, and corrective actions
  • Conduct safety audits, risk assessments, and hazard identification initiatives
  • Drive safety training programs and ensure all employees are properly trained
  • Monitor safety performance metrics and implement improvement plans
  • Act as site liaison with OSHA and other regulatory agencies


Environmental Compliance & Reporting



  • Ensure full compliance with all EPA, Ohio EPA, and environmental permit requirements
  • Serve as primary owner of environmental reporting systems and documentation


Monthly Responsibilities:



  • Review Microbac water testing results same day and address any deviations
  • Maintain and update NPDES compliance tracking (LH NPDES Compliance Monitoring Recordkeeping)
  • Submit required data through the Ohio EPA eBusiness Center by the 15th of each month
  • Maintain and organize environmental documentation and records
  • Enter and validate Metrio sustainability data and maintain supporting documentation
  • Ensure VOC compliance confirmations are reviewed and properly documented


Quarterly Responsibilities:



  • Complete and submit Metrio reporting within 60 days of quarter end
  • Review VOC data and ensure compliance; submit required EPA correspondence
  • Submit VOC deviation reports (Extruders 4 & 5) within required deadlines


Semi-Annual Responsibilities:



  • Submit particulate emissions deviation reports to Ohio EPA (January 31 & July 31 deadlines)
  • Maintain all required documentation for air permit compliance


Annual Responsibilities:



  • Complete and submit Annual Air Permit Evaluation Report (PER) by February 15
  • Verify and validate all annual Metrio data and submit corporate reporting requirements
  • Complete Data Submission Checklist (due first Monday in April)
  • Maintain ISO 14001 compliance and complete all required audits and checklists
  • Maintain EMR certification
  • Coordinate and support internal environmental compliance audits
  • Track and complete corrective actions from audit findings


Risk Management & Compliance



  • Develop and implement systems to ensure compliance with all environmental and safety regulations
  • Maintain documentation demonstrating compliance performance
  • Identify risks and implement mitigation strategies
  • Ensure proper recordkeeping and audit readiness at all times


Monitoring Performance & Continuous Improvement



  • Track and report HSE KPIs and performance metrics
  • Lead internal audits and inspections to identify gaps
  • Implement corrective actions and continuous improvement initiatives
  • Partner with leadership to drive sustainability and environmental stewardship programs


Regulatory & External Relations



  • Act as primary contact for OSHA, EPA, and state regulatory agencies
  • Ensure all required documentation and reporting is accurate and submitted on time
  • Represent the facility during inspections and audits


OTHER DUTIES



  • Communicate risks, issues, and compliance updates to site leadership
  • Follow all company policies and procedures
  • Support operational needs as required
  • Perform additional duties as assigned


MINIMUM REQUIRED QUALIFICATIONS


Education & Experience:



  • High school diploma or GED required
  • 3-5 years of experience in HSE, environmental compliance, or manufacturing safety
  • Experience with EPA reporting, air permits, water compliance (NPDES), and sustainability reporting tools (e.g., Metrio) preferred
  • Strong knowledge of OSHA and environmental regulations


SKILLS, KNOWLEDGE AND ABILITIES


Computer Skills:



  • Proficiency in Microsoft Office (Excel required)
  • Experience with environmental reporting systems (EPA portals, Metrio preferred)


Language Skills



  • English (reading, writing, verbal)

PREFERRED QUALIFICATIONS



  • Bachelor's degree in Environmental Science, Safety, or related field preferred
  • ISO 14001 experience strongly preferred
  • Experience in plastics or manufacturing environment preferred

For this position, the expected base pay range is $50,000.00 - $55,000.00 . Actual compensation will be determined based on job-related factors such as relevant experience, skills, education, certifications, and geographic location, in accordance with applicable laws and company policy.
