Position Overview
The Enterprise Project Governance team is seeking two Senior Program Managers to develop, pilot, and implement a Project Quality Review Program supporting major projects and programs. The selected resources will partner with Enterprise Project Governance personnel to establish a repeatable quality assessment process that evaluates project and program management deliverables before governance reviews. The initial focus will be on Board-level projects and programs with an EAC above $250M, with the potential to expand the program across the broader Major Projects portfolio. The role will involve evaluating project documentation against established project management standards, validating review criteria and scoring methodologies, identifying gaps in project controls and governance deliverables, and recommending improvements to governance readiness and project execution quality.
Key Responsibilities
1. Quality Review Program Development
Develop and document a standardized project quality and governance readiness review process.
Establish review methodologies, governance procedures, scoring criteria, reviewer instructions, and reporting standards.
Develop recommendations for ongoing quality assurance activities across major projects and programs.
Support transitioning the quality review function into a sustainable operating model.
2. Project Deliverable Assessments
Conduct independent reviews of project and program documentation, including:
Scope management documentation and approval evidence.
Change control records and change logs.
RACI and decision governance artifacts.
Project/Program Charters, Business Cases, and Project Management Plans.
Master schedules, critical path schedules, baselines, and schedule status.
Cost forecasts, authorized amount comparisons, estimates/basis of estimate, earned value metrics, and contingency tracking.
Resource plans, risk registers, communication plans, and procurement/contracting strategies.
3. Assessment Tool Validation & Enhancement
Evaluate existing project controls documentation review checklists.
Validate alignment with current project/program management standards.
Assess scoring matrices, weighting factors, review criteria, and governance thresholds.
Recommend improvements to scoring models, checklists, review methodologies, and implementation guidance.
4. Governance Readiness Support
Conduct readiness reviews before formal governance submissions.
Identify deficiencies in project documentation, controls, compliance, and governance artifacts.
Provide actionable recommendations to project teams.
Track recurring gaps and identify portfolio-wide process improvement opportunities.
5. Executive Reporting & Portfolio Insights
Prepare quality assessment summaries and findings for leadership.
Identify portfolio-wide trends, systemic issues, and improvement opportunities.
Support presentations and reporting to executive leadership and governance bodies as needed.

Strong ability to communicate findings and recommendations to various levels of management.
Ability to manage multiple projects with demanding timelines.
Strong understanding of business drivers.
PMI certification required.
Experience reviewing project controls deliverables, governance documentation, project readiness, or quality assessment materials.
Ability to assess projects and recommend appropriate solutions.
Experience supporting or facilitating executive reviews and governance decision-making processes.

Onsite attendance at the Oakland office may be required based on business needs; advance notice will be provided.
Candidates within the service territory will be provided with a company laptop, docking station, and charger if selected.
Candidates outside the service territory must have access to a personal or supplier-provided laptop to connect through Citrix/VDI.
Any additional equipment required for an external candidate must be provided by the supplier.
