Position Description

This position is restricted to City of Minneapolis Employees Only. Oversee the Transportation Maintenance and Repair (TMR) Division's financial operations and initiate and participate in actions to develop core financial processes such as financial performance evaluation to assist in administering the long-term financial plan and operating and capital budgets for the TMR Division.

Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities

- Administer TMR Enterprise Land Management activities overseeing the monitoring, tracking, and analyzing Xcel, CenterPoint Energy, and other utility permit billing data and completion of monthly billing dashboards.
- Serve as the liaison between TMR and Finance and Property Services - Revenue Collections division/Treasury Operations.
- Oversee the compilation, tracking and completion of monthly financial reviews for the Division's capital and general fund financials.
- Develop and manage the annual updates to the permit Cost of Service Model.
- Support executive level decision-making by providing recommendations and input into business planning, strategic planning, and Division policy.
- Work cross-functionally to design, build and implement data analysis practices.
- Identify and contribute to the creation of processes that improve data quality.
- Manage small and medium sized projects from the proposal phase through implementation, supervising project members on project deliverables.
- Work collaboratively with multi-disciplinary teams scheduling meetings and tasks and facilitating discussion on the issues, reaching consensus and developing reports or presentations.
- Act as the primary resource for business analysis overseeing and participating in developing practices to increase operational efficiency and effectiveness.
- Research and analyze business processes, and develop business process diagrams and associated documentation to describe current and future-state business processes with the goal of achieving improved efficiency and reduced costs.
- Research and recommend best business practices.
- Assist in the development of standard operating policies and procedures.
- Provide data to help management manage the performance of activities and projects.
- Assist Division in establishing performance measurement systems using financial and budget criteria and operation data.
- Research key performance indicators and assist in the development of business processes for capturing and reporting the data to assist in monitoring operation goals.
- Prepare miscellaneous reports and analyses as requested.
- Provide guidance on asset management principles and best practices.
- Recommend Division asset management strategies.
- Monitor and coordinate progress of asset management initiatives.
- Develop and manage asset management tools.
- Provide regular status updates to Division leadership.
- Monitor and manage project timelines and budgets.
- Prepare/oversee high quality and thorough business case evaluations to assist management in making data-based decisions.
- Develop and manage updates to division risk and asset evaluation tools, serving as a subject matter expert to ensure alignment with infrastructure maintenance priorities.
- Manage the PW Financial Analyst(s) to ensure effective and efficient delivery of division technical and business analysis and support services including financial management, analysis, reporting, and asset management.
- Oversee the TMR Division's financial operations and develop core financial processes such as annual budgeting and financial performance evaluation to assist in administering the long term financial plan and multi-million dollar operating and capital budgets for the TMR Division.
- Lead the annual budgeting process and coordinate with the Director, the executive team, and the accounting staff on long-term financial planning including setting fees, projecting revenues, and developing the capital and general fund spending plans.
- Serve as liaison between TMR operations and Public Works Finance regarding budget forecasting, labor cost analysis, and other division-specific financial matters.

Required Qualifications

Minimum Education Bachelor's in Business Administration, Finance, Economics or a closely related field Minimum Experience Five (5) years of experience performing complex research and analysis with progressively increasing responsibilities in a position involving solving complex operational and financial problems

The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two (2) months after it has been established.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
