Job Summary:

The Director of Housing Operations has operational authority and is responsible for the effective programmatic and fiscal operations of Abbey Road. The Director of Housing Operations provides leadership and oversight for the day-to-day operations of Abbey Road's affordable and supportive housing portfolio and serves as the primary operational liaison between Abbey Road and Penny Lane Centers.

The position is responsible for ensuring that housing projects move efficiently from development into implementation, leasing, stabilization, and ongoing operations, with particular attention to timelines, budgets, regulatory requirements, property performance, and long sustainability. Working in close partnership with the Director of Housing Development, the Director of Housing Operations assumes primary operational responsibility once a housing opportunity has been approved and moves into active implementation. This position is responsible for coordinating the day-to-day execution of approved projects and ensuring that development commitments are successfully translated into operational outcomes.

The Director of Housing Operations serves as contact person for all entities involved in the development, construction and lease up of projects. This position performs feasibility analyses; secures all necessary development approvals, prepares documents and plans, and project financing applications. The Director of Housing Operations is responsible for coordination of all required materials for applications related to project financing and department approvals, financing documents, plans and documents prepared by outside architects, engineers, and consultants. The position develops, maintains and manages budgets for all assigned development projects. The position monitors and oversees performance of consultants on the projects.

The Director of Housing Operations provides direct supervision and leadership to the Project Manager and Lead Asset Manager, establishing priorities, monitoring barriers, and ensuring clear accountability across both project implementation and asset management functions. Through oversight of these positions, the Director of Housing Operations ensures that projects remain on schedule and within established parameters, properties are successfully leased and stabilized, and Abbey Road's housing assets are appropriately maintained, monitored, and stewarded throughout the life of the project.

As Abbey Road's liaison to Penny Lane, this position develops and maintains strong working relationships with Housing Services, Facilities, and other Penny Lane departments whose work intersects with Abbey Road's Housing portfolio. The Director of Housing Operations coordinates communication, facilitates problem-solving, and ensures that operational decisions reflect the needs and responsibilities of both organizations.

Requirements:

  • Education - bachelor's degree in development, Economics, Architecture, Public Administration, Urban Planning, Real Estate, Business or related field, master's degree preferred.
  • Experience - three or more years of progressive responsibility in real estate development or finance, or related experience such as affordable housing, finance, planning, project management, community development, including two years of direct development experience in a significant role with large scale development projects. Experience with permanent supportive housing development is preferred.
  • Experience - Knowledge of affordable housing and real estate development and finance including key aspects such as land use and entitlement, property due diligence and acquisition, and site planning and design. Preference for experience in structuring and negotiating affordable housing transactions, which include public subsidies, low-income housing tax credits, and tax-exempt bonds.
  • Experience - Must have overseen at least 3 escrow closings (at least 2 construction closings) for developments utilizing LIHTC funding.
  • Experience - Standard methods, techniques used in project feasibility analysis, and in preparation and monitoring of construction projects, project financing, and in-depth financial proformas.
  • Experience - Must have knowledge of applicable federal, state, and local laws, codes, regulations, policies and procedures, knowledge of recent funding programs, regulations, and requirements.
  • Ability to read, analyze, and interpret financial reports, legal documents, and physical and operational assessments.
  • Ability to effectively engage and present to community representatives, including persons with diverse economic and educational backgrounds, in the real estate and community development process
  • Ability to perform basic statistical analysis and write/maintain formulas in spreadsheets and reports.
  • Valid California driver's license; current automobile insurance; have and maintain a clean driving record acceptable to the organization's insurance company; have immediate access to his or her vehicle during work hours.

Salary Range: $131,755 - $152,832 per year
