HJF is seeking a Data Governance Lead to oversee the governance, quality, accessibility, and compliance of historical, archival, records management, and knowledge management data supporting the Air Force Reserve Command (AFRC) Directorate of Historical Services. This role leads data governance initiatives, develops enterprise policies and standards, improves data quality, and ensures compliance with federal information management requirements.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


  • Develop and implement data governance policies, standards, and procedures.
  • Lead data quality, integrity, metadata, and repository management initiatives.
  • Improve accessibility and usability of historical and archival information assets.
  • Support records management, electronic records lifecycle management, and compliance activities using systems such as AFRIMS and ERM.
  • Establish metrics, dashboards, audits, and reporting processes to monitor program performance.
  • Provide guidance on information governance, privacy, compliance, and data protection requirements.
  • Collaborate with stakeholders to implement continuous process improvements and reduce data backlogs.
  • May perform other duties and responsibilities as assigned or directed by the leadership.

Education and Experience

  • Bachelor's degree in Information Management, Data Management, Information Systems, Data Science, or related field; Master's Degree preferred.
  • Minimum of 6-8 years' experience required required in research administration, scientific project or program management involving the analysis of administrative concerns and the development of policies and procedures.

Required Knowledge, Skills and Abilities

  • Experience developing policies, standards, and data quality frameworks.
  • Strong analytical, reporting, and stakeholder engagement skills.
  • Knowledge of data governance, records lifecycle management, and information compliance practices.
  • Experience supporting Air Force, DoD, or Federal Government programs.
  • Familiarity with AFRIMS, eFOIA, SharePoint, Microsoft 365, or related enterprise platforms.
  • Must be eligible to obtain and maintain, at a minimum, a National Agency Check with Inquiries (NACI) or Secret Clearance, as required by government direction.
  • Must be able to handle Controlled Unclassified Information (CUI) and Personally Identifiable Information (PII) in accordance with Department of Defense and Air Force requirements.

Physical Capabilities

  • Lifting: Requires lifting materials up to 10 lbs.
  • Ability to stand or sit at a computer for prolonged periods

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $77,600-$100,479. Actual salary will be determined based on experience, education, etc.
