Summary:
The People Concern's Santa Monica Homeless Multidisciplinary Street Team (HMST) is seeking a licensed eligible mental health professional (Ph.D., PSY.D., MSW or MFT) to serve as the program manager on this multidisciplinary street outreach team. This team is part of a City of Santa Monica strategy to combat homelessness. The goal of HMST is to target the highest utilizers of the City of Santa Monica's emergency resources (police, fire, and hospitals). The skilled interdisciplinary team uses best practices for engaging chronically homeless individuals with co-occurring mental health, substance use, and/or medical issues. A low client-to-staff ratios is used to maximize effectiveness. The team works closely with each client to develop individualized service plans. The team helps enroll clients in public benefits (i.e. General Relief, SSI/SSDI, Medi-Cal), submit housing applications, and access appropriate medical and behavioral health treatment.
Essential Duties and Responsibilities:
- Provide leadership to the multidisciplinary team, ensuring continuity of care and services between City of Santa Monica departments, The People Concern agency resources, and partnering agencies
- Provide individual and team supervision, and clinical support to all assigned staff
- Provide clinical guidance to staff as needed, including in emergencies and crisis situations
- Serve as the team's mental health consultant and mental health care provider
- Ensure that services emphasize customer choice and harm reduction
- Participate in the evaluation of psychiatric holds, including becoming LPS designated if appropriate
- Be available to respond to emergency calls and situations on a 24-hour basis when needed
- Assist in the screening, assessment, and enrollment of clients in a range of services
- Ensure all paperwork and data collection is complete, timely, accurate, and current in agency records and electronic databases through ongoing audits of electronic databases and chart reviews
- Assist Program Assistant Director in budgetary oversight of program administration and ensure program revenue and expenses are within the adopted annual budget
- Ensure adherence to funding source contracts and performance standards; prepare written reports on program activities as assigned and as required by funding sources
- Provide training to staff on policies and procedures of the program
- As needed, assist in the screening, assessment, and enrollment of participants including orientation to program policies resources and goals
- Ensure that all Annual Reviews are completed in a timely manner.
- Provide oversite regarding hiring and ensure Diverse and Equitable hiring practices to appropriately reflect the diversity of the population served.
- Ensure OSHA reports on completed on a monthly basis.
- Monitor that staff attend all required trainings

Qualifications:
- Masters' degree in mental health field (MSW, MFT, LPC or PsyD)
- Experience working with individuals who are experiencing homelessness, mental illness, substance addiction and medical challenges
- Two (2) years of experience providing direct supervision and management of staff
- Able to work in a high tolerance harm reduction model with individuals who have multiple barriers
- Current, valid California Driver's with an acceptable driving record
Preferred Qualifications:
- BBS licensure or license eligible
Work Environment:
- Field (may need to travel) and indoor office environment.
- Regularly required to sit, stand, bend; occasionally lift or carry up to 35 lbs.
- On occasion walk or drive to different local sites.
- Will necessitate working in busy and loud environments
- Will be exposed to elements like cold, heat, dust, noise, and odor.
- May need to bend, stoop, twist, and sit throughout the day.
