Hours: Monday - Friday, 8:00am - 4:30pm

ESSENTIAL FUNCTIONS



  1. Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to residents and families.
  2. Directs the work of and manages assigned staff. Interviews and selects new employees. Provides training, instructions and ongoing training needs. Assigns tasks, reviews work, and prepares performance evaluations. Provides staff coaching/counseling. Recommends employee transfers, promotions, disciplinary action, and discharge.
  3. Manages and directs accounting operations; establishes, monitors, and enforces internal controls, policies, and procedures to ensure records are compliant with the Generally Accepted Accounting Principles (GAAP).
  4. Assists in development of the department annual operating budget. Carries out the County Administrator's guidance and direction for building the annual budget. Prepares budget preparation documents, cost reports and analysis. Assists department head and managers with preparing budgets for submittal.
  5. Performs budget analysis; research and forecasts expenditures/revenues as well as trends affecting current expenditures; monitor revenue/expenditure reports; distribute and discuss results.
  6. Monitors billing/collection system for consumer services. Oversee receipting functions. Establishes proper internal controls for cash handling. Confirms cash is reconciled with the accounting system monthly.
  7. Compiles and analyzes state, federal and grant revenues; changes and develops alternatives in allocating expenditures for maximizing potential funding sources.
  8. Prepares annual and special audit worksheets for independent auditor; is available to answer questions and establish systems to improve fiscal responsibility and internal control mechanisms.
  9. Coordinates closing the books at the end of the year. Ensures adjusting entries are completed timely and accurately.
  10. Confirms required reports are completed for Federal, State, and County.
  11. Responsible for oversight of payroll process for the department. Ensures staff members are completing processes timely and accurately.
  12. Prepares or coordinates preparation of financial reports for management. Analyzes, maintains, and reviews general ledger activities that have been posted.
  13. Reviews and audits accounts payable, cash receipts, payroll and other accounting records and transactions; analyzes and audits transactions for proper account classification.
  14. Prepares and enters journal entries for recording in the accounting system.
  15. Reconciles financial ledgers and records; prepares financial statements and reports, and general and subsidiary ledgers and supporting schedules; prepares bank reconciliations; researches and resolves discrepancies.
  16. Audits applicable accounting systems and accounting procedures to ensure proper internal control and compliance with established policies.
  17. Reviews and negotiates vendor contacts and agreements.
  18. Carries out work plans and strategies to meet business needs-both short term and long term; develop and direct the implementation of goals, objectives, policies, procedures and work standards to ensure success. Ensures proper implementation and County conforms to related legislative requirements.
  19. Reports and presents as needed to the governing committee, Marsh Country Health Alliance, Clearview Friends Committee, and County Board on operations and services.
  20. Responds to program customers and the general public regarding complaints, questions, requests for information, problem resolution, and customer service.
  21. Works collaboratively with Dodge County Finance Department.
  22. Other duties as assigned.



REQUIRED JOB COMPETENCIES



  • Knowledge of accounting, budgeting, and auditing principles (including GASB rules and GAAP standards) and methods in their application to a government accounting system.
  • Knowledge of budget preparation and procedures.
  • Knowledge of governmental accounting and auditing methods, procedures, and financial practices.
  • Knowledge of County programs, funding sources, and specific regulations governing expenditures and revenues.
  • Knowledge of principles, practices, and techniques of public administration, with particular reference to governmental budget and finance administration.

  • Ability to research and analyze detailed information and make appropriate recommendations.
  • Ability to develop department goals and objectives.
  • Ability to plan, develop, implement, and evaluate projects and programs.
  • Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
  • Ability to prepare, recommend, and monitor an operating budget, including line-item budgeting.
  • Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time-off, and maintaining personnel records.
  • Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
  • Ability to instruct and train in methods and procedures.
  • Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.
  • Ability to establish and maintain accurate records of assigned activities and operations.
  • Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.

  • Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
  • Knowledge of computer software including word processing, spreadsheet and database applications consistent for this position.
  • Ability to perform mathematical calculations required of this position.

  • Skill in researching and understanding complex written materials.
  • Ability to prepare and maintain accurate and concise records and reports.

PHYSICAL AND WORK ENVIRONMENT



  • This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work is primarily in a health care setting where specialized resident programs are implemented.
  • Work environment includes exposure to infectious agents, chemical agents, and resident behaviors.

Qualifications
Education
Bachelors of Finance (required)
Experience
Previous financial management experience within a skilled nursing facility or long term care environment. (preferred)
Experience with reimbursement systems, state/federal regulatory reporting, and funding streams specific to long term care operations. (preferred)
Familiarity with Medicaid/Medicare cost reporting. (preferred)
Bachelor's degree in Finance, Accounting, Public Administration, or Business Administration with five (5) years' progressively responsible municipal financial or health system financial experience. Equivalent combination of education and experience which provides necessary knowledge, skills, and abilities may be considered. (required)
Three years' previous supervisory experience. (required)
Must successfully pass caregiver and criminal background check. (required)
Wisconsin Notary eligible. (required)
