Project/Unit Description

The GTRI Chief Financial Officer (CFO) is the executive leader responsible for managing GTRI's financial health and strategy. The Office of the CFO oversees financial planning, budgeting, forecasting, research administration, contracting, financial compliance, accounting, and investments, ensuring GTRI's financial stability and alignment with overall strategic objectives.


Job Purpose

The Contract Requirements Manager within GTRI's Contract Support Office (CSO) is primarily responsible to lead GTRI in understanding and complying with federal, state, and USG regulations concerning the proposal and execution of contract research in the context of Organizational Conflict of Interest (OCI) and export compliance.

GTRI must meet the expectations of the US Department of Defense in their designation of GTRI as one of their University Affiliated Research Centers (UARCs). GTRI has a very diverse portfolio of research which includes technology development in contrast with advisory research supporting Government evaluations and planning. GTRI does research both under the terms of a UARC sole source and under competitive contracts and each kind requires adherence to different guidelines and restrictions.

The Senior Contract Requirements Manager will coordinate and lead a team of trained individuals who will provide assessment of significant compliance matters including, adherence to the DoD UARC Management Plan, federal and other sponsor's regulations concerning OCI; federal export regulations set by the Department of State, Department of Commerce, and other agencies; and other regulations as required.

This position and its associated team will collaborate with and be a resource to researchers, administrators, and leadership in achieving mutual goals of meeting high standards of ethical trust and performance. This activity will be a bridge between GTRI's research and administrative offices and ones in Georgia Tech.

In addition, this position may oversee a portfolio as a Project Director (PD) or Co-PD of research projects and associated external sponsors. This position will support all aspects of multiple Task Order level contract vehicles, and supports GTRI PDs in coordinating contracting issues with Research Administration (OSP). The Senior Contract Requirements Manager may also be responsible for coordinating contract or contract vehicle issues with external sponsors and OSP, including the development of future contracts and contract vehicles through interactions with external sponsors. In doing so they would develop trusted relationships with the COR and/or ACOR and sponsors and also serve in an advisory capacity to critical stakeholders regarding the contractual execution of projects.

This role requires leading GTRI in compliance and other regulatory requirements throughout a project's life cycle, from proposal to close-out, to successfully execute projects, and/or programs.

The person selected to fill this role may work in GTRI's Huntsville, AL Field Office or HQ Facility in Atlanta, GA


Key Responsibilities

  • Assist GTRI and GT teams in evaluations of organizational conflict of interest for proposed programs and development of mitigation plans in projects.
  • Assist GTRI Project Directors in meeting compliance expectations in developing proposals and executing awarded projects.
  • Assist in GTRI's administration of DoD's UARC Management Plan and assist researchers and business developers with appropriate guidance.
  • Assist GTRI and GT leadership, GTRI's team of Export Compliance Coordinators, GT's team of export officials, and GTRI researchers on matters of export regulation compliance.
  • Interface with GTRI project directors, Georgia Tech Research Security, Georgia Tech Sponsored Project Support (SPS), Georgia Tech Offices of Sponsored Programs (OSP), Georgia Tech Office of General Counsel (OGC), and other appropriate offices to ensure successful contract and proposals evaluations.
  • Act as Project Director (PD or Co-PD) as required for large multi-task contract vehicles as required.
  • Utilize and assist others in the use of proposal and contract management software systems.
  • Support process and IT improvements useful to all the teams involved.
  • Collaborate with other organizations outside of GT and GTRI.
  • Review & prioritize implementation of new technology solutions & services.


Additional Responsibilities

  • Develop new tools and processes to help ensure contract compliance at GTRI
  • Assist with contract negotiations and contract vehicle development
  • Key player in developing and implementing GTRI's contracting strategy


Required Minimum Qualifications

  • 10+ years working with contracts
  • Degree in relevant field (e.g. Finance, Accounting, Law, Business)
  • Ability to obtain and maintain a DoD Top Secret Security Clearance


Preferred Qualifications

  • Active Top Secret Clearance
  • Extensive experience (15+ years) with federal, department of defense/war contracts - preferably as a government contracting officer

  • 14 years of related experience with a Bachelor's degree in Finance, Accounting, Law, Business or other related field of study
  • 12 years of related experience with a Masters' degree in Finance, Accounting, Law, Business or other related field of study
  • 9 years of related experience with a Ph.D. in Finance, Accounting, Law, Business or other related field of study

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.


Clearance Type Required
