Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division's responsibilities include planning, street design, curb management, technical analysis, signs, transit development, freight mobility, and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

The Office of Livable Streets (OLS) is tasked with prioritizing strategic planning, community engagement, research, policy, design, implementation, and long-term management. Their goal is to create streets that are livable, supporting safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality citywide. Additionally, they aim to enhance New York City's pedestrian, bicycle, and micromobility networks, providing comfortable, connected, green, and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas, mode shift, and reimagining streets. The office also develops innovative new programs, design typologies, project delivery, and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies.

The Cycling & Micromobility (C&M) Unit is responsible for the nation's largest network of on-street bicycle facilities (1,500+ lane-miles), enhancing street safety, and increasing bike ridership in NYC. The team's primary focus is on innovative redesigning of City streets to expand and improve the bike network.

NYC DOT is seeking an experienced, self-directed leader for the Cycling & Micromobility Unit's Neighborhood Planning and Engagement efforts. Under the guidance and direction of the Director of Planning, Engagement, and Design Innovation, the Deputy Director will oversee neighborhood planning initiatives, community engagement, and strategic initiatives to advance the Unit's mission of expanding the city's cycling and greenway network and encouraging cycling citywide.

The Deputy Director will collaborate with senior staff to develop and refine a vision for expanding the city's cycling and greenway network. This includes coordinating with internal teams across NYC DOT to set implementation priorities and tracking progress toward cycling goals established by the NYC Streets Plan and Local Law 195. Additional responsibilities include improving project prioritization and internal processes, collaborating on project and program evaluation frameworks, and researching best practices from peer cities to inform future planning. Key to this role is the preparation of maps, presentations, reports, and briefing materials for internal and external audiences.

The Deputy Director will lead community-driven planning processes to identify neighborhood needs, set goals and strategies, and prepare comprehensive neighborhood cycling and greenway network plans. This role provides technical and policy support to staff and senior staff and plays a central role in developing the Street Improvement Project pipeline, from network planning and project identification through conceptual design.

The selected candidate will also oversee the team responsible for managing the Unit's signature events and initiatives key elements in promoting cycling through thoughtful public engagement. This role ensures ongoing delivery of high-quality programs while supporting their growth and evolution to advance the Unit's priorities. The ideal candidate will have experience managing data, preparing reports, conducting research and program evaluations, and coordinating across multiple teams. A passion for cycling and familiarity with NYCDOT street redesign projects is also desired.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills
Professional experience in urban planning or a related field demonstrated interest in cycling and the built environment of NYC strong creative and analytical problem-solving skills strong verbal and written communication skills ability to establish excellent working relationships to support successful delivery of agency communications experience working with the public, community groups, and New York City agencies willingness to work in the field in all seasons, traveling by bike, walking, or using mass transit.
Experience or interest in mapping software (ArcGIS), Computer-Aided Design (AutoCAD), Adobe Creative Suite, and Microsoft 365 is strongly desired. Preference given to candidates who have experience with project management and public outreach.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
