Departmental Overview

The Library Information Technology (Library IT) Division, a division within the UC Berkeley Library, is charged with the design, development, management, and maintenance of flexible and reliable technology environments for the Library, specifically: the development and management of digital collections and services and their associated digital discovery and access platforms; creation of digital content; digital preservation tools; the development of a fully accessible and responsive library web presence that applies user experience principles and strategies; the development and support of server-based technologies for the delivery of library services; the maintenance of library management and discovery systems; the management of the library's computing services including desktop support, software, and library labs for library staff and public; and the development and delivery of frameworks and applications to support collaborative storage, delivery, and preservation of information resources.

The digital and library technology applications and collections developed and managed by Library IT are used by library patrons ranging from UC Berkeley faculty, students, and staff, other institutions' faculty and graduate students, and the general public.

Position Summary

The Digital Accessibility Outreach and Education Specialist supports the UC Berkeley Library's efforts to ensure that digital resources used for teaching, learning, and research are accessible to people with disabilities and meet applicable accessibility requirements, including Title II of the Americans with Disabilities Act. This position works with licensed resources, digitized collections, and Library-created content to identify accessibility barriers, evaluate and remediate digital content, coordinate remediation with other Library units or vendors, and help establish priorities and workflows for ongoing accessibility work.

The Digital Accessibility Outreach and Education Specialist serves as a resource for Library staff, faculty/instructors, and campus partners on digital accessibility practices and accessible resource formats. Responsibilities include resolving accessibility issues and complaints, conducting accessibility reviews, developing guidance and training, and using resource data to prioritize proactive work. This position collaborates with various Library units and campus partners to integrate accessibility into the daily practices of acquiring, creating, digitizing, and providing instructional and research resources.

Responsibilities

Analysis and Evaluation of Digital Content - 25%

  • Applies technical expertise and business analysis concepts to identify, evaluate and develop remediation plans for the accessibility of digital content, with an understanding of applicable business practices, processes, systems and industry standards to meet accessibility requirements.
  • Works with digital content authors and managers to plan and execute integration and quality assurance testing for accessibility.
  • Provides accessibility assessments of digital assets including videos, PDFs, presentation applications, Word, as well as content within web sites, content management systems and learning management systems.
  • Gathers, analyzes, prepares and summarizes accessibility needs, documenting requirements, and provides recommendations for revising existing accessibility issues as necessary.

Applies Organizational Policies and Procedures, and Industry Best Practices for Accessibility Evaluation and Remediation - 25%

  • Understands and applies current requirements, currently WCAG 2.1 AA standards, techniques and best practices and University of California and UC Berkeley policies and procedures and/or the ability to learn to assist with the assessment and remediation of, PDFs, presentation applications, documents, content within web sites, and content/learning management systems.
  • Leverages knowledge of HTML/XHTML, CSS, Web Content Accessibility Guidelines (WCAG) 2.0, 2.1, 2.2 standards, and other applicable W3C standards in support of the remediation of existing digital content or the design of new digital content.
  • Applies guidelines and information within standards, policies, and frameworks to guide and support the daily work.
  • Recommends and implements changes in processes and procedures as needed.

Accessibility Training and Awareness - 25%

  • Develops new and curates and/or refines existing training resources and delivers synchronous and on-demand training opportunities and materials related to techniques and practices for producing accessible digital content.
  • Provides support and training on procedures and policies related to accessibility.
  • Provides technical expertise in identifying, evaluating, and remediating the accessibility of digital content and its authoring procedures, and works with digital content authors and managers on resolution and implementation.
  • Participates in cross-functional teams to address complex accessibility issues and helps teams navigate procedures related to accessibility matters.
  • Provides digital accessibility training and awareness for all digital assets including videos, PDFs, presentation applications, content within web sites, and content/learning management systems.

Communication and Outreach - 15%

  • Develops communications for non-technical and diverse audiences including administrative and academic staff and Instructors.
  • Gathers, analyzes, prepares and summarizes accessibility needs, documenting requirements, and provides recommendations for revising existing accessibility issues as necessary.
  • Works with stakeholders on the development of remediation plans.
  • Regularly writes reports based on the findings of the accessibility reviews and status.

Professional Development and Other Duties - 10%

  • Participates in training, workshops, and continuing education related to evolving accessibility standards and requirements.
  • Represent the Library and actively participate in relevant campus committees and working groups related to digital accessibility, such as the ITAP AC.
  • Perform other duties as assigned.

Required Qualifications

  • Knowledge of IT accessibility and technical workflow analysis functions.
  • Understanding of assistive technologies and their application to individuals with disabilities in higher education.
  • Knowledge relating to designing and authoring accessible digital content.
  • Knowledge of methodologies associated with analysis of technical processes and information flow, and technical workflows.
  • Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization.
  • Experience with WCAG analysis for digital content authoring.
  • Demonstrates problem solving and resourcefulness skills.
  • Self-motivated and works independently and as part of a team.
  • Able to manage time and meet deadlines.
  • Broad knowledge relating to accessibility matters and standards.
  • Demonstrated ability to work with others from diverse experiences and backgrounds.
  • Experience developing and delivering synchronous and asynchronous training and designing and producing training materials.

Preferred Qualifications

  • Thorough knowledge of business processes and procedures as they relate to accessibility matters and/or the ability to learn.
  • Experience with SiteImprove or similar tools for web accessibility verification.
  • Broad working knowledge of WCAG, Americans with Disabilities Act (ADA), Rehabilitation Act of 1973, Section 508 of the Technology and Telecommunications Act both the Federal and the State counterparts and the Federal and State agencies that provide relevant services, oversight, and enforcement.

Education / Training

  • Bachelor's degree in related area and / or equivalent experience / training

Licenses / Certifications

  • IAAP Certification as a Certified Professional in Accessibility Core Competencies (CPACC)
  • IAAP Certification as an Accessible Document Specialist (Preferred)

This range takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted annual salary range that the University reasonably expects to pay for this position is $110,000 - $116,000.

  • This is an exempt, monthly-paid position.
  • This is a full-time (40 hours/week) Career position eligible for UC benefits.
