Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $85,400 - $103,250/yr. The full salary range for this position is $85,400 - $156,800/yr. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Department Marketing Statement: The Early Academic Outreach Program at UCSB provides students, their families, and communities with the resources and services necessary to increase A-G eligibility rates, university and financial aid applications, and enrollment into post-secondary education. EAOP is seeking professionals who are committed to assisting high-achieving and high-potential, first-generation, and low-income students become academically prepared and have options to successfully matriculate into any of the systems of higher education in California including the University of California and California State University systems. EAOP achieves this through the collaborative efforts of College Site Coordinators and Academic Services Coordinators in providing college knowledge and academic enrichment services to 9th-12th grade students and intensive academic advising to enrolled EAOP students. Brief Summary of Job Duties:

The Director of the Early Academic Outreach Program (EAOP) is responsible for program design, assessment, fiscal management and resource development. Manages effective collaborative partnerships, communications & public relations, and provides leadership and supervision of personnel. Supports the coordination of the campus' Student Academic Preparation and Educational Partnership (SAPEP) efforts to broaden the pool of underrepresented (first generation and low income) K-12 students of multiple School Districts in Santa Barbara, Ventura and Kern counties.

Oversees and provides leadership for a broad spectrum of pre-college and academic preparation services for middle and high school students. Manages the department's annual core budget of approximately $640,000 and $900,000 in fee for services funding and additional UC Student Academic Preparation and Educational Partnerships (SAPEP) initiative funding. Works collaboratively with campus and non-campus entities to identify new funding sources to sustain and enhance college going initiatives, programming, services, and activities throughout the tri-county service region.

Works in partnership with the Admissions Office and Office of Educational Partnerships to provide early outreach activities as necessary. Responsible for annual program planning and assessment and developing of short and long range strategic partnerships. Works directly with UC Office of the President (UCOP), EAOP statewide, pre-college and intersegment partners, community-based organizations (CBOs), County Offices of Education, school districts, superintendents, school principals, counselors, teachers, students and families.

The Director reports to the Student Affairs Associate Vice Chancellor for Student Enrollment & Success and is a member of the Enrollment Services Directors Group and the Chancellor's Outreach Advisory Board (COAB).

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training
  • Strong leadership skills with experience in staff management, development, and evaluation.
  • Experience working with high achieving, low-income and first-generation populations in pre-college programs or educational context.
  • Strong interpersonal skills, including presentation, communication, negotiation, leadership, problem-solving, and conflict resolution.
  • Thorough problem identification, critical thinking, and problem-solving skills; judgment and decision-making ability.
  • Thorough knowledge of University policies, processes, and procedures, including those related to supervising employees.
  • Excellent communication and interpersonal skills, with the ability to work collaboratively across departments and with external stakeholders.

Preferred Qualifications:

  • Master's Degree in related area and/or equivalent experience/training.
  • Demonstrated financial acumen and/or related experience in fiscal management, including budgeting, financial forecasting, and/or fiscal operations oversight Preferred
  • Advanced knowledge and understanding of K-14 education (including knowledge of college entrance and high school graduation requirements), policies, and educational equity issues.
  • Extensive experience advising and supporting educationally disadvantaged and / or academically at-risk students regarding postsecondary opportunities and careers.
  • Proficient in speaking, writing, and communicating in Spanish.
  • Knowledge of pedagogical issues underlying student academic development and achievement for low-income, first generations students
  • Extensive knowledge of youth and adolescent development theory, including issues facing low income, first generation and urban youth.
  • Demonstrated cultural competency with respect to race, ethnicity, and socioeconomic status.
  • Advanced knowledge of current state and national education policies, theories, and practices.
  • Advanced knowledge of strategies for advising and supporting educationally disadvantages students regarding postsecondary opportunities and careers.
  • Expert knowledge and understanding of K-14 educational equity programs and issues.
  • Knowledge of organizational development strategies and practices.
  • Advanced writing, research, and communication skills to prepare highly competitive proposals, reports, and materials.
  • Ability to establish and maintain cooperative relationships with diverse individuals and institutions.
  • Strong interpersonal skills, including presentation, communication, negotiation, leadership, problem-solving, and conflict resolution.
  • Advanced knowledge and experience with fiscal and personnel management.
  • Expert knowledge of staff development including supervision and training.
  • Demonstrated knowledge of relevant federal / state regulations and accountability / reporting requirements.
  • Expert knowledge of project management, including program design, implementation, and evaluation.

  • Must be willing to work evenings, early mornings and weekends; to work overtime when required; and to travel along to school sites in Ventura and Santa Barbara Counties.

Job Functions and Percentages of Time:

40% Program Design and Assessment

  • Oversees the Partnership High Schools and EAOP Dual Service Model from initiating contract negotiations through providing annual reports to school and school district leadership.
  • Oversees and coordinates the implementation of College Going Initiatives.

30% Partnerships & Collaborative Endeavors

  • Works with district partners, precollege programs, and other collaborators to design, fund and implement new academic preparation initiatives, including summer enrichment programs and academies for Partnership Schools and EAOP students.
  • Facilitates and promotes partnerships and collaborations that support academic preparation initiatives and programs within community based-organizations (including United Way, Migrant Education, Housing Authority, and Girls Inc.) by meeting with leadership regularly.
  • Works directly with UCOP Educational Partnership Statewide leadership to collaborate on UCOP sponsored initiatives and share with other EAOP's across the system.
  • Collaborates with UCSB's Admissions Office on referral of EAOP students to Admissions for the purpose of early communications regarding UCSB admissions eligibility and academic programs, UCSB Admission provides EAOP staff with Professional Development on Holistic Review and Selection for Freshmen and Transfer students, as well as Personal Insight Questions (PIQ) review training. EAOP and Admissions hold standing meetings in order to share updates and collaborate on special projects and initiatives.
  • Assists with design and development of campus visits for EAOP service schools, pre-college partners, K-12 non-service schools, and community colleges.
  • Serves as a standing member of the Chancellor's Outreach Advisory Board (COAB) and maintains active membership on various campus and non-campus based committees.
  • Communicates with and regularly advises leaders of other state and federal off-campus academic preparation programs including Cal-SOAP, Upward Bound, Talent Search, community college transfer programs, and a variety of community-based organizations such as Future Leaders of America, Girls Inc, etc.
  • Represents EAOP and the campus at annual Directors meetings, conference presentations, and advisory board and/or Board of Director meetings of pre-college and community-based agencies throughout the region.

10% Personnel & Supervision

  • Directly responsible for all personnel matters relating to EAOP staff, including recruitment and selection, supervision and training, evaluation and termination of staff. Sets procedures to ensure accountability per policy and audit review.
  • Responsible for compliance with personnel and University policies and procedures for all departmental staff.
  • Provides direct supervision of an Associate Director, two Assistant Directors, two Academic Services Coordinators, and an Event and Parent Services Coordinator. Ensures the department meets qualitative and quantitative goals in the provision of services and programs. Allocates and monitors the use of State SAPEP funds.
  • Identifies resources, conferences, and guest speakers to provide professional and personal development training for EAOP staff to meet the goals and objectives of the department.
  • Coordinates annual training for staff on CANRA requirements and Abuse Prevention Policies & Procedures for EAOP.
  • Convenes monthly and annual staff meetings and bi-annual strategic planning events as forums for conveying information about program and strategic planning goals, campus resources, training, policy updates, and emerging departmental issues.
  • Performs performance evaluation of staff in accordance with department goals and objectives.
  • Refers staff as needed to ASAP, Labor Relations, Human Resources and other agencies for personal, work, eligibility or policy needs.
  • Works closely with Labor Relations to ensure that personnel matters are appropriately handled.

5% Communications/Public Relations

  • Writes news releases on program events, activities, services and achievements.
  • Works closely with the Public Affairs & Communications Office to craft messages and develop news releases.
  • May provide interviews to local media.
  • Develops and updates the EAOP web site.
  • Oversees the use of social media in outreach efforts.
  • Prepares and translates annual outcome data for general public understanding and consumption.
  • Regularly updates partners of statewide outcomes, policy changes, and the annual status of system procedures.
  • Guides the designs of the program's marketing materials.
  • Assists UCOP in the development and updating of Statewide marketing materials and communication resources.
