We are actively seeking a Senior Field Engineer (AKA Design Field Manager) with waterfront design and/or construction experience to support and provide on-site consultation for a large U.S. Navy construction project in Naval Station Norfolk, Virginia. The project provides a new pier requiring waterfront utility systems and dredging. This is a fantastic opportunity to support a highly visible, major construction project for the US Navy's Mid-Atlantic region. You will be the Design Field Manager for this new pier that will support the Navy's newest class of submarines!

Duties and responsibilities:

  • Serve as a Design Field Manager working 5 days per week on site in Norfolk, VA to provide design post construction administration services
  • Liaise between the Government Construction Manager (CM) and the Designer of Record (DOR) facilitating timely review and resolution of all field issues, submittals, and RFI's by the DOR
  • Provide initial field observations of construction, resolve challenges and communicate with design discipline leads to develop support needed to mitigate delays and impacts related to the construction contract documents
  • Bring construction non-conformance or concerns to the immediate attention of the Navy CM or Engineering Technician (ET) and document this in the Daily Report
  • Work closely with the Navy CM to address any technical issues that may arise during the construction period
  • Review and discuss with Navy CM and design project manager contractor's request(s) for change order. Assist the CM in determining if the contractor's request has merit based on contract change condition. Assist the CM in evaluating delay impacts and time extensions if any
  • Prepare daily reports indicating construction activities on site, material deliveries (as provided by the General Contractor), and weather conditions to include comments relating to the status of construction efforts
  • Maintain a complete file of all written records prepared by or submitted in connection with the project
  • Follow up with design disciplines as needed for timely responses to technical requests for information (RFI)
  • Receive and review schedules, submittals, and shop drawings to establish if the submitted materials meet the requirements of the contract documents
  • Participate in all Contractor QC and Government QA meetings
  • Perform other related engineering duties as needed

Qualifications:

  • Bachelor's degree in Civil Engineering strongly desired. Concentration in civil or structural engineering preferred
  • 15+ years of design/construction experience with waterfront infrastructure
  • Professional Engineer license required
  • Experience with reviewing and understanding detailed construction plans
  • Field responsibilities will be 5 days per week (Norfolk, VA) and hours may vary due to construction requirements, weather, or daylight. Willingness to work from Moffatt & Nichol's Norfolk, VA office on non-field days is preferred. Engineer may work on projects other than their primary project
  • Experience with AutoCAD and Primavera desired. Proficiency with geotechnical or structural design programs are a plus
  • Excellent communication and documentation skills with the ability to work independently and within a team
  • Valid driver's license in good standing
  • Possession of or eligibility to obtain a Transportation Workers Identification Credential (TWIC)
  • Possess DBIDS card or eligibility to successfully pass background check to secure Department of Defense DBIDS card and other badges required by clients
  • Due to client parameters, selected candidate must show (post offer) proof of U.S. citizenship and clear results of a thorough background check that may include but is not limited to credit and criminal history
  • Successful candidate must be pre-approved for hire by the client
  • All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171

Working conditions:

The work takes place in the field and may be performed during inclement weather. Must be able to work on the job site typically from 7:00 am to 4:00 pm and in the office on non-field days from 8:00 am to 5:00 pm. Flexible hours may be required to accommodate the construction schedule and project requirements. Travel to other job locations or offices may also be required.

Physical requirements:

Majority of work is field based which may necessitate navigating unpaved or natural terrain while carrying equipment. Enduring inclement weather will also be required.
