Primary Function of Organizational Unit
Under the supervision of the Chief of Police, the Deputy Chief of Police will collaborate in the leadership of a comprehensive Police Department accredited by CALEA. This department operates with a budget of $3.85 million and is responsible for a wide array of functions, including law enforcement, crime investigation, parking regulation, enforcement, emergency management, and emergency communications.
Primary Purpose of Position
The primary purpose of the Deputy Chief of Police is to provide crucial support to the Chief of Police in overseeing and managing all aspects of campus law enforcement and security operations. This includes contributing to the strategic planning, emergency preparedness, community engagement, and leadership development initiatives of the university police department. The Deputy Chief of Police plays a pivotal role in ensuring the safety, security, and well-being of the university community while fostering a positive and collaborative relationship between law enforcement and campus stakeholders. Through effective leadership, coordination, and communication, the Deputy Chief of Police contributes to the overall mission of creating a secure and inclusive environment conducive to learning, growth, and success for all members of the campus community.

The Deputy Chief of Police will assist with organizing, directing, and supervising the day-to-day activities of the ongoing comprehensive campus police and public safety department. This includes the 2,500,00 square feet of facilities in over 70 buildings. In addition to the Chief, the department has 33 sworn officers, 14 security officers, 9 police telecommunicators, and 6 administrative staff.

Minimum Education/Experience
Bachelor's Degree in Criminal Justice or equivalent with 10 years of command experience and/or ten years of supervisory experience in law enforcement at the equivalent rank of Commander (Major Deputy Chief, or Chief of Police; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above. A Master's degree is preferred but not required.
Licenses or Certification required by Statute or Regulation
Successful candidates should have successfully graduated from a North Carolina Basic Law Enforcement Training course or currently hold certification as a law enforcement officer in their respective state. A continuous and uninterrupted service as a full-time sworn officer, with no more than a one-year break, is required at the time of appointment. It is important to acknowledge that North Carolina law does not acknowledge or establish a reciprocal arrangement with Federal law enforcement certification. While not a strict requirement, prior experience within higher education or as a Senior Level Police Executive in a similar sized or larger is advantageous and will be taken into consideration.

Primary Responsibilities and Duties


Function Administrative
Describe the specific tasks and responsibilities related to the function.
Analyzes and assesses trends in the surrounding community to effectively direct operations. Utilizes existing programs, policies, and operations to accomplish University or Departmental strategic initiatives. Responds promptly and effectively to deploy resources in emergency situations with delegated authority from the Chief of Police. Develops annual goals and objectives for assigned divisions. Assists with the Department's business continuity/emergency response plan. Assesses current and forecast future staff, budgetary, and training needs, and plans for the procurement of resources, based on industry trends and requirements and projected growth of University or Agency populations.


Function Administrative
Describe the specific tasks and responsibilities related to the function.
Possesses comprehensive knowledge of Office of State Human Resources policies, University and Departmental policies/procedures, as well as Federal laws governing the workplace, with the ability to apply policies to Departmental operations. Possesses comprehensive knowledge of Federal and State requirements pertaining to Equal Opportunity Employment and Fair and Equitable Practices. Exercises judgment in administering the disciplinary action process, including appeals and grievances.
