Department Overview
The Office of Loan Programs designs, delivers and manages housing assistance programs for the recruitment and retention of faculty and senior managers in support of the education, research and public service missions of the University of California. We strive to maintain superior customer satisfaction by providing timely, accurate and cost-effective mortgage products, researching new product alternatives and evaluating industry processes and changes to continually improve delivery of services.

Position Summary
The Operations Manager is a member of the management team of the Office of Loan Programs, and is responsible for managing the daily operations of the systemwide Employee Housing Assistance Program. The Operations Manager develops and recommends the annual budget, analyzes and oversees the development of new programs, and provides financial analysis and strategic planning expertise. Uses advanced professional knowledge of the mortgage lending industry to resolve complex loan origination and servicing issues according to University policies and procedures. Works on complex issues where analysis of situations or data requires an in-depth evaluation of the pertinent data. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Contacts are both internal and external to the department at all levels. The position is an "Assigned Employee" as defined in the University of California Home Loan Program Corporation Services Agreement dated February 1, 2014, by and between the Regents of the University of California and the University of California Home Loan Program Corporation (Corporation), a California non-profit public benefit corporation. The Corporation was formed to assume the residential lending activities of OLP.

Key Responsibilities

  • 45% Operations Management * Manages the daily operations of the department, including but not limited to preparing and evaluating management and executive level memos, items, reports, and corporation administration. Ensure compliance with Regents policy, Federal and State laws, and regulations governing residential lending activities. Use advanced professional knowledge of the mortgage lending industry to resolve complex loan origination and servicing issues according to University policies and procedures. * Develop and implement procedures for managing the daily operations of the department, including the annual budget, audit requirements and reporting to stakeholders as required by the University and bylaws of the University of California Home Loan Program Corporation. * In collaboration with the Director, manages strategic planning, staffing, budgeting, allocation analysis, productivity, human resource-related activities pertaining to OLP staff, and process refinements to continually improve the delivery of services. * Exercise independent authority to approve Mortgage Origination Program and Supplemental Home Loan Program loans and wires, including conducting analysis of loan application, purchase contracts, property appraisals, title reports, and all other loan file documentation. * Exercise independent authority to approve daily servicing wires and to execute other financial transactions associated with the servicing and mortgage loan accounting functions. Provide analysis and support for accounting functions associated with mortgage loan servicing.
  • 35% Leadership * Oversees the loan funding and post-closing processes. * Manages direct reports, which includes providing direction and expertise, training and development, and ensuring that policies and procedures for the University's loan program are followed. * Acts as a liaison to the Home Loan Coordinators at each location. Provides support and training to Home Loan Coordinators, Vice Chancellors, Deans, department chairs, offices of Academic Personnel/Provosts, and UCOP Managers. * Serves as a program contact for the Office of the President, LBNL, UC Law SF and ANR.
  • 10% Strategic Planning * In collaboration with the management team, sets strategic priorities and helps to identify areas where management should direct their focus as well as metrics for success. Provide financial analysis and strategic planning expertise. * Leads the development and implementation of new department initiatives. * Bring together important stakeholders and helps to drive decisions.
  • 10% Policy Development/Compliance * Supports Director in developing and implementing procedures for managing the regular operations and compliance of the department, including with Regents policy, Federal and State laws, and regulations governing residential lending and loan servicing activities. * Keeps abreast of changing loan origination and loan servicing guidelines in the industry and documenting all compliance requirements. Maintains knowledge and understanding of mortgage lending and mortgage servicing rules, regulations, laws, and all policies and procedures pertaining to them including but not limited to, ECOA, RESPA, and TILA. * Research new product alternatives and oversee the development of new programs.

Experience
Required Qualifications

  • Min 8 years Related management experience in loan origination and servicing.

Preferred Qualifications

  • Min 2 years Home loan lending and/or loan servicing regulations and compliance.

Skills and Abilities
Required Qualifications

  • Ability to independently perform advanced financial analysis and formulate recommendations based upon the results of the analysis.
  • Demonstrated excellent oral and written communication skills with the ability to communicate with individuals at all levels of the organization. Must be able to communicate effectively by telephone, and to be able to independently write professional correspondence and analytical reports.
  • Advanced user of common desktop and web applications.
  • Demonstrated strong inter-personal and customer service orientation, with the ability to work effectively with co-workers, University contacts, vendors and other clients.
  • Advanced or specialized knowledge of standard single-family lending, title insurance and escrow practices in California. Familiarity with loan servicing procedures, and knowledge of compliance requirements for loan origination and loan servicing.

Preferred Qualifications

  • Demonstrated knowledge of standard mortgage industry loan origination and servicing systems. Familiarity with Ellie Mae/Encompass Loan Origination System.

Education

  • Bachelor's degree in related area and / or equivalent experience / training

Preferred Qualifications

  • Advanced degree preferred.

  • Real Estate license desired.

SPECIAL CONDITIONS

This position is approved for a hybrid work arrangement. The person hired will be required to reside in the State of California and will be asked to report to work onsite on Tuesdays and Wednesdays at UC's Office of the President (UCOP) located in Oakland, CA, subject to change.
