Associate Administrator - Clinical

The Pathology Department is seeking an Associate Administrator - Clinicalwho will have Leadership, Financial and Administrative responsibility for the School of Medicine operations within the Department of Pathology (Revenue scope of $130 MIL+). In conjunction with the Department Chair and Senior Administrator creates a uniform, efficient and effective operation. Works collaboratively with senior management, faculty, and staff to coordinate operational and administrative issues related to business planning, financial analysis, revenue enhancement activities, and multi-disciplinary clinical and research activities.

Specific Duties and Responsibilities


Financial Leadership

  • Partners with Senior Administrator and Director of Finance on strategic financial planning and makes recommendations on department growth and development. Services as a point of contact for Clinical Practice Association, School of Medicine and JHM Leadership in all financial and budgetary matters affecting the department.
  • Responsible for the budgeting, reporting and management of all departmental University funds including pro-fee/clinical practice, P&L statements, joint administrative agreement, facility fees, research grants, contracts, affiliation agreements, endowments, general funds, discretionary accounts, and divisional service centers (20+). Develops operational and financial objectives, leads short and long range financial, operational, and strategic planning. Develops systematic methods for evaluating the financial impact of programs, special projects and performance improvement initiatives in the clinical and research areas. Evaluate and manage financial models and applications including internal controls and staffing models. Allocation of faculty and staff salaries including annual faculty incentive plan/bonuses and effort reporting. Supports departmental chair in all faculty recruitment planning and financial evaluation.
  • Performs all assigned financial analyses and approvals as required to maintain fiscal control (productivity and performance). Maintains continuous involvement with leadership of the department to ensure that all factors are considered in the annual budget. Coordinate with other departments for financial activity involving assigned research grants and contracts involving department faculty or Hospital funds, including reconciling the movement of funds to/from the hospital and the school.
  • Review monthly account statements, correct errors and inform Division Chair and Administrator of any problems or discrepancies. Leads recommendations and actions on budget adjustments or cost improvement measures. Provides various monthly, quarterly, and annual financial reports & spreadsheets to department and organization/school leadership (MS Excel and related). Oversight of staff who prepare electronic budgets and expenditure transfers and related transactions. (SAP and related approvals). Responsible for the design, implementation and training of others on operational and financial policies and procedures.
  • International Finances - direct and indirect oversight and/or activities related to programs or research run by Pathology in other countries, including but not limited Uganda, South Africa, Malawi, China, Brazil, etc.
  • Leadership and oversight on Pathology Department fundraising and donor activity.

Related Operations

  • Serves as the department liaison with the university and hospital including with areas of the School of Medicine Business Office, Dean's Office, Research Administration, Office for Clinical Affiliations, JHU Controller's Office, Tax and Finance offices. Participation on SOM and University ad-hoc committees, as well as subject matter expert on Finance and Research Administration training sessions.
  • Responsible for University space including planning, renovations, allocation and utilization review, maintenance/repairs or renovation, and safety compliance.
  • Assist Faculty with new start-up process, including movement from former institution, procurement of new equipment, orientation to JHM and ORA policies, procedures, and requirements.


Supervisory/Resource Management and Oversight

  • Provides effective supervision and management of administrative, Assistant Administrator, Sr. Financial Manager, and Pathology Education personnel.
  • Supervises, hires/fires, orients, trains, evaluates, and develops staff in assigned areas. Plans, monitors and implements business practices to support the day-to-day operational needs of the division and analyzes staffing patterns & capabilities to effectively and efficiently support the department. Provides direct and/or dotted line supervision.

Special Knowledge, Skills, & Abilities

  • Comprehensive understanding of the dynamics of the academic and clinical activities of an academic medical institution.
  • Demonstrated knowledge of grant/contract management, clinical practice issues and other funds accounting.
  • Demonstrated capacity for leadership, commitment to work collaboratively with senior management team.
  • Excellent oral/written communication skills.
  • Must demonstrate advanced skills in MS Office (Word, Excel). SAP transactions. Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
  • Demonstrated skills in customer service and working with a diverse and dynamic workforce and patient population.

Specific Physical Requirements

  • While performing the duties of this job, the employee may remain in a stationary position (sitting at desk/computer) up to 75% of the time. Occasionally required to traverse throughout the office or laboratory or to retrieve equipment, supplies, or other materials from other locations on campus. The employee is required to operate computer keyboard frequently throughout the day and for prolonged periods.
  • Prolonged vision requirements including viewing computer screen, paper reports/documents, charts and results.
  • While this position will be primarily at a desk in an office setting, work is within or near laboratory environment - Exposure to toxins and infectious agents exist, but potential for personal injury or harm is minimized if established safety and health precautions are followed. Working in laboratory where there may be discomforts due to odors, noise, temperature fluctuations, and working around lab equipment. Research areas may include animal, human, human products, DNA, and radiation protocols.
  • May transport equipment and supplies usually less than 40 pounds from one area to another (in the laboratory or on campus). May be required to lift and/or move up to 50 pounds with proper training, or precautions/lifting aides (example: supply boxes or Formalin cubes). In some areas workspace is confined.
  • Staff may be required to complete annual competency review, and must ensure compliance with Hospital Policy, Laboratory Policy & Procedure, Health, Safety & Environment regulations, and all applicable privacy & confidentiality laws/practices.


Minimum Qualifications
  • Bachelor's Degree in Finance, Business, Accounting or related discipline. Associates Degree and additional experience may be substituted to the extent permitted by the JHU Equivalency Formula.
  • Ten or more years of progressively responsible professional level administrative and financial experience related to monetary resources of a department, center or unit including 8 or more years financial management experience.
  • Qualified candidate must demonstrate the ability to communicate at a professional level, act appropriately and effectively with all levels of staff, exercise good judgement, and think creatively to manage complex projects and to resolve operational issues.


Preferred Qualifications
  • Master's Degree preferred.
  • Supervisory experience strongly preferred.

Starting Salary Range: $98,200 - $171,900 Annually ($150,000 targeted; Commensurate with experience)
