Job Description

PURPOSE AND SCOPE:

The Project Manager I, Construction is responsible for the implementation of a wide variety of new, renovation and repair & replacement (R&R) related construction projects, with a special emphasis on the delivery of multiple smaller scale (<$2M) efforts. Has accountability for program management of the overall design and construction process ensuring delivered projects meet the documented program requirements and are completed on time and within budget. Provides leadership and manages the planning, development and establishment of new and/or improved Facility Management programs and services.

ESSENTIAL JOB FUNCTIONS:

  1. Responsible for the delivery of multiple smaller scale projects not exceeding $2M
  2. Interprets project sponsor's facility needs and develops a project scope that will efficiently meet those needs and fit within the established budget
  3. Participates in the preparation of requests for proposals associated with procuring design/construction services and assists in the preparation of contract documents to ensure the intent of these proposals are being delivered
  4. Coordinates short- and long-term architectural/engineering plans and programs for design, construction, and alteration of facilities; Works with the colleges to coordinate efforts of capital construction project teams, and maintains communications with the Executive Director, Construction and the consulting team/external construction managers through the development of projects
  5. Works with external construction manager as needed to establish project-specific architectural/engineering standards and specifications; controls project schedules recommending changes or modifications as needed
  6. Communicates and implements architectural/engineering standards for the colleges construction projects; Ensures construction/facility compliance with all required laws including, but not limited to, ADA, Safety and Codes
  7. Periodically reviews construction progress and makes recommendations to the Executive Director, Construction for improvements and solutions to correct deficiencies
  8. Monitors, administers, and manages project budgets, including pay applications submitted by building contractors, testing laboratories, consulting engineers, and surveying firms. Implements budget controls and performs needs assessments for development and/or revisions of budgets as needed
  9. Ensures that necessary documentation is exchanged between the architect, construction manager or contractor during each phase of construction and that the college collects and maintains all necessary documentation of the project
  10. May assist Senior Project Managers with larger scale projects as needed
  11. Responsible for other reasonable related duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of construction safety standards
  • Ability to multi-task and be project-oriented
  • Ability to analyze and suggest effective routes to achieve project construction goals;
  • Ability to utilize computer technology, possess effective technical writing ability, as well as strong oral communication skills
  • Proven ability to develop and manage contracts, budgets, and schedules
  • Fluent PC computer skills with working knowledge of the Microsoft Office suite, project management programs and other charting/flowcharting/diagramming software such as Microsoft Visio
  • Ability to handle crisis situations that require
  • major decisions involving people, resources, and property
  • Excellent interpersonal and supervisory skills

PHYSICAL DEMANDS:

The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy items, such as typewriters and record boxes. The work may require specific, but common, physical characteristics and abilities, such as above average agility and dexterity.

WORK SCHEDULE AND CONDITIONS:

  • Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone and other general office equipment
  • Interface with internal and external contacts as needed to carry out the functions of the position
  • The work involves regular exposure to outdoor elements, and/or regular exposure to hazardous items such as chemicals, toxic or caustic materials, contamination, and electrical hazards. This exposure requires special safety precautions, e.g., working around moving parts, carts, or machines; exposure to contagious diseases or irritant chemicals. Employees may be required to use protective clothing or gear, such as masks, gowns, coats, boots, goggles, gloves, or shields
  • May regularly travel to different LSC locations
  • May be fully reassigned to other LSC locations, if necessary
  • May need to work weekends and nontraditional hours, if necessary

REQUIRED QUALIFICATIONS:

  • Bachelor's degree and at least 5 years of related experience, or an equivalent combination of education and experience
  • Experience must include at least 5 years of work experience as a project manager with a focus on facilities and property management or as an owners representative handling repair and replacement projects

PREFERRED QUALIFICATIONS:

  • Experience using cost management software
Salary

Hiring salary range is $77,356 - $88,960

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education. Should you receive an offer of employment from Lone Star College, the resume submitted in the application process will be utilized to calculate your salary offer.
