Job Description Summary:

The Contract Senior Representative supports the most complex programs and strategic captures with responsibility for comprehensive cradle-to-grave contract management within a subset of a Business Area. This role performs superior change management for proactive mitigation of customer disputes and works independently with delegated authority under the guidance of a Business Area Contracts leader. The Contract Senior Representative provides both internal and external customers with solution-oriented leadership and contract interpretation guidance and is focused on achieving the strategic objectives of the organization while balancing risk and regulatory compliance.

Job Description:

Duties/Responsibilities

  • Comprehensive cradle-to-grave proactive, compliant contract management for complex contracts across the acquisition phases for DoD, National Security and/or other prime contractors

  • Manage tactical and strategic aspects of contract relationships as the official POC for customer communications

  • Independently develop compliant solutions to problems of unusual complexity that require a high degree of ingenuity, creativity, and innovation to collaboratively work across stakeholder and cross-functional program teams

  • Manage CRADAs / Technical and Cooperative Agreements and other unique situational agreements that require strategic coordination within a Business Area aligned with our IRAD plan and direct contractual obligations to position ourselves for increased market share and establishing a competitive advantage

  • Lead Contracting actions throughout the Business Winning Process while mentoring junior level colleagues to assist with knowledge transfer and improving functional bench strength

  • Develop, document and execute negotiation strategies in collaboration with the capture and proposal team to champion the most advantageous outcomes for the corporation; lead robust change management practices and influence for results with the customer; use of agreements and terms to solve long-term disputes, bringing matters to closure aligned with the program plan

  • Lead cross-functional compliance efforts for Truthful Cost or Pricing Data Act requirements, including the sweep, disclosures and certification, while mentoring junior level colleagues in proactive best practices

  • Ability to understand and interface regarding business systems and the connections to contract terms and conditions

  • Conduct closeout activities to satisfy the requirements of the contract; maintain the official contract record for the corporation

Skills/Abilities

  • Strong working knowledge of FAR/DFARS with key areas of subject matter expertise. Strong understanding of the contract lifecycle and the anatomy of a contract/agreement for government contracts and subcontracts; specific knowledge of contract types, contracting vehicles, varying types of scope including R & D and production, OTAs / Consortiums, and Commercial Contracts, including elements for compliance and scenario-based risk identification and mitigation.

  • Ability to develop sound business cases and analyze large volumes of data for demonstrated problem solving and strong decision-making skills related to complex, systemic issues

  • Strong interpersonal and written and verbal communication skills necessary for working in a team environment, mentoring others, and influencing to achieve results

  • Must balance initiative and being action oriented with rigorous planning skills and teamwork to achieve desired outcomes

  • Ability to work independently with guidance from Business Area Contracts leadership and mentors; understanding of one's own delegated authority as well as corporate governance and overall delegation of authority to ensure compliance with approval authority, signature authority, and collaboration with stakeholders

  • Working knowledge of Intellectual Property considerations and our corporate IP strategy within a specific Business Area

  • Demonstrated ability to manage an assigned workload as part of a cross-functional team to achieve customer focused results with a sense of urgency, accuracy, and completeness

  • Ability to learn and effectively apply new tools, processes and procedures while working collaboratively to continuously improve our functional and cross-functional processes

  • Proficient in Microsoft Office applications and ability to learn and work in a variety of systems

Education

  • Bachelor's degree in relevant field of study required; advanced degree preferred and can be considered in lieu of 2 years of experience.High School diploma with some college and four years additional work experience in lieu of degree.

  • Professional Certifications (e.g. CFCM, CPCM, etc.) preferred

Experience

  • Minimum of 7 - 15 years relevant Government Contracting industry experience; additional years of relevant functional experience within the national security or aerospace and defense industry preferred

Additional Job Description:

Applicants selected for this position will be required to obtain and maintain a government security clearance.

Current in scope Secret security clearance is required.
