Job Overview
The incumbent will manage, train, and perform all activities and functions related to requirements and optimization, customer service, Facility Manager Program, real property inventory, work order planning, engineering, MC, vehicle management, U-Fix-It Program, and associated tasks. Follows all guidance in the most current version of AFI 32-1001, Operations Management. Gathers information on all ongoing/impending contracted construction projects. Work Model: Onsite/Office-Based
Responsibilities
Essential Duties & Job Functions:
- Maintains a schedule for all upcoming construction documents/meetings that require the Operations Flight involvement.
- Develops a process between the Government personnel, Operations Engineering, and SP technicians that analyze daily WTs for all RPIE and non-RPIE.
- Maintains and updates collected data in Government designated database systems such as, ACES, and any other Government designated replacement system.
- Provides professional management strategy and planning (long and short term) for resource optimization and life cycle requirements for facilities, pavements, and utilities. Recommends a strategic management approach based on data collection and analysis that address acquisition planning, design, and construction, real property disposal and proper capitalization. Performs design and design reviews of maintenance projects. Provides project development and management of current and future maintenance projects.
- Conducts assessments/daily review of completed work requirements, daily database entries into Government computer programs and strategic plans (AMPs/Sub-AMPS), and aid in the development of facility, pavement, and utility maintenance strategies.
- Performs an analysis of the condition of a facility in terms of age, design, construction methods, and materials. Perform an accurate inventory and assessment of real property and real property equipment conditions.
- Develops and implements a PM program to monitor and analyze the condition of real property equipment and systems, predict failures, determine required replacement parts, and schedule maintenance prior to failure to minimize service disruption.
- Develops a PM plan and program for pavement, utilities electrical systems, utilities mechanical systems, facilities electrical systems, facilities mechanical systems, and structural systems.
- Populates, collects, maintains, updates, generates, integrates, synchronizes, and manages data and reports from Government designated database(s) system(s) such as ACES, IGIS/GeoBase, Civil Engineer Material Acquisition System (CEMAS), government strategic plans, and other data collection and real property databases including BUILDER, PAVER, ROOFER, and UTILITIES Government designated database(s) system(s) such as ACES, and Government designated replacement systems such as, IGIS/GeoBase, Civil Engineer Material Acquisition System (CEMAS), AMP and Sub-AMP, and other data collection and SMS (BUILDER, PAVER, ROOFER, UTILITIES).
- Provides long range civil, electrical, mechanical and traffic management plans to the Government customer ninety (90) days after contract start.
- Trains engineers, workforce managers, and shop-level personnel on IGIS/NexGen IT data entry standards and on tools provided through transforming technology/NexGen IT.
- Applies an asset life cycle approach to continually measure the performance of assets with respect to predicted life cycle performance and use that analysis to ensure the CE's investment plans minimize risk to the mission and maximize the AF's return on investment.
- Establishes and manages strategic investment (AMP and Sub-AMP) portfolio management programs. The SP is responsible for the three AMPs, Transportation Network and Airfield Pavement AMP, Utilities AMP, and Facilities AMP, as well as (executed by the engineering section) and the nine sub-AMPs, Pavements Sub-AMP, Airfield Pavements Sub-AMP, Electrical Sub-AMP, Wastewater and Storm Water Sub-AMP, Potable and Non-Potable Water Sub-AMP, Mechanical Distribution Sub-AMP, Mechanical and Systems Sub-AMP, Facilities Interior Utility Systems Sub-AMP, and Other Sub-AMPS that may be beneficial such as Energy, Fuels, or others.
- Other duties as assigned.
Job Requirements
Mandatory:
- Bachelor's degree in engineering from a program certified by the Accreditation Board for Engineering and Technology (ABET) or have a bachelor's degree in architecture from a program certified by the National Architecture Accrediting Board.
- Maintenance, repair, and facility engineering experience in interior/exterior building envelope systems; HVAC and domestic plumbing systems; HVAC systems; fire protection and detection systems; and electrical systems.
- Minimum of one (1) year of experience performing facility assessments and Real Property Installed Equipment (RPIE) condition assessments using Sustainment Management System (SMS) BUILDER.
- Have experience working with data from geospatial databases.
- Minimum of five (5) years of experience working in a military environment and familiarity with Air Force Civil Engineering guidance, rules, and regulations or similar installation/campus environment.
- Must possess strong skills in Excel and Access and be proficient managing and analyzing large quantities of data quickly, accurately, and be able to perform quantitative and qualitative analyses to identify trends, anomalies, errors, etc.
- Must have a minimum of five(5) years of experience with Real Property and Asset Management principles, processes, and regulations.
- Active Secret Security clearance.
- Ability to acquire and maintain government identification/common access card.
- On-call as needed.
- Valid state Driver's License with acceptable driving record pertinent to the position.
- Ability to successfully pass any background checks and/or drug testing required on the contract.
- U.S. Citizenship.
- Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
