JOB SUMMARY: The Employment Case Manager engages shelter guests participating in the Work Bed Program onsite at the 801 East Collaborative. This position assists shelter guests in maintaining and increasing employment and income to obtain housing and successfully exit the shelter. The position creates employment goals in conjunction with the shelter guest to achieve their shelter exit, develop and builds partnerships with DC employment placement and certification vendors, potential employers, and specialized training programs and organizations in the District of Columbia. Conducts group training to build employment skills of guests. Carrying a rotating caseload and provides case management services to achieve a successful exit into housing.

ESSENTIAL DUTIES and RESPONSIBILITIES:



  • Manage and oversee Work Bed participant caseload to increase income and self- sufficiency skills to obtain housing and exit the shelter.
  • Conduct initial intake vocational assessments to set employment goals in conjunction with shelter guest, in HMIS or other designated databases.
  • Continually assess needs, identify and assist guests in addressing their barriers to self-sufficiency and employment.
  • Document guest progress towards employment goals in designated systems: the Homeless Management Information System (HMIS), other internal tracking reports and hard copy files as needed.
  • Provide coaching skills including resume writing, interpersonal skills, and job search skills and facilitate mock interviews to increase or maintain competitive employment in the community.
  • Organize and/or facilitate workshops on the most desirable soft skills to succeed in the job market.
  • Provide referrals to community training or certification classes or to specialized career counseling when needed.
  • Follow up with participants to monitor job retention and administer satisfaction surveys to program participants.
  • Manage and oversee networking and relations with area employers and centers for employment training.
  • Develop relationships and conduct recurring outreach with area employers that allow for the regular and ongoing placement of shelter guests.
  • Engage with the mainstream workforce system to understand the local labor market and training trends while staying informed of regulations and other developments impacting the ability of the target population to secure and maintain well- paying jobs.
  • Work closely with Catholic Charities Employment Programs as appropriate for guest. Develop tools to increase awareness of employment and training opportunities based on the expressed interests, experience, and skills of the Shelter guest to result in positive employment outcomes.
  • Maintain accurate records of all employers and training employment centers.
  • Provide case management services to program participants. Conduct case management meetings and one-on-one onsite and in person at shelter.
  • Maintain a caseload of participants to enhance job readiness skills that will lead to employment or upgraded employment.
  • Provide direct services to program participants by meeting with them monthly or as needed.
  • Develop case plan for the goals participants are interested in.
  • Provide other social service referrals to program participants including financial education, housing, training, childcare, mental health, and medical health.
  • Maintain collaborative program efforts and meet bi-weekly with program case managers to review and coordinate services provided to shared shelter guests to ensure guest's needs are addressed. Perform administrative duties.
  • Track and update guests' income in Homeless Management Information System (HMIS) monthly or when there is a reported change of income. Document outputs and outcome data to report to leadership monthly, quarterly, and annually.
  • Participate in workshops, training, and other meetings targeted toward job development, networking, and skill building.


EDUCATION and EXPERIENCE:



  • Bachelor's degree in human resources, business administration, human services, or related field.

    • If with a Social Work degree, Social Work licensure in the appropriate jurisdiction is required.
    • If with a Professional Counseling degree, Professional Counseling licensure in appropriate jurisdiction is required.


  • Two years' experience working with at-risk clients in direct service, and exposure to connecting clients who have a history of homelessness to employment or employment services. In some cases, experience can be substituted with additional related certifications or a master's degree in human services or a related field.
  • Driving is required. Must have a clean driving record and valid local driver's license.


SKILLS and COMPETENCIES:



  • Knowledge of Housing First principles and practices.
  • Knowledge of employment hiring practices, training resources, interviewing and resume building skills.
